Small and marginal holdings dominate India's farm structure, and a large share of net sown area remains rainfed. Because these cultivators combine high exposure to monsoon variability with the weakest capacity to absorb shocks, climate change burdens them far more than large, irrigated farms.

Why the impact is disproportionate

  • Higher exposure: Rainfed farming is directly monsoon-dependent, leaving no buffer against delayed onset, dry spells or unseasonal rain. NICRA's IPCC-protocol assessment found 310 of 651 agricultural districts vulnerable — 109 "very high" and 201 "highly" vulnerable — mostly rainfed tracts [1].
  • Greater economic sensitivity: With thin margins and no marketable surplus, a single failed season converts into debt. NITI Aayog estimates that a 1°C temperature rise raises poor rural households' dependence on agriculture by 53% while eroding non-farm income by 33% — a poverty trap effect [2].
  • Weaker adaptive capacity: Limited irrigation access, low credit and insurance penetration, and poor reach of timely agro-advisories restrict adoption of resilient practices already proven in research.
  • Compounded food insecurity: Climate change undermines all four pillars — availability, access, utilisation and stability — and smallholders are simultaneously producers and net food buyers, hit at both ends [3].

Policy interventions

  • Scale protective irrigation: Extend micro-irrigation under Per Drop More Crop, which has covered about 10.9 million hectares since 2015-16, with priority to rainfed districts [4].
  • Mainstream resilient technologies: Out-scale NICRA's Climate Resilient Village model — 448 villages across 151 districts — and the 2,996 climate-resilient varieties released during 2014-2025 [1].
  • Strengthen risk transfer: Deepen PMFBY coverage for tenant and marginal farmers with faster, technology-based claim settlement [5].
  • Diversify livelihoods: Use NMSA's Rainfed Area Development to promote integrated farming, agroforestry and allied income [4].
  • Institutionalise advisories: Deliver district contingency plans and weather alerts through FPOs and Krishi Vigyan Kendras.

Climate-proofing India's food system is ultimately an equity project: resilience must reach the smallest farm first. Shifting from crop-level fixes to whole agrifood-system transformation, as FAO urges, would align farm incomes with SDG-2 and SDG-13 [6].
