Climate change poses an existential threat to India's food security. Discuss the adaptation strategies adopted by India and suggest measures to make the food system climate-resilient.
Under NICRA's district-level risk assessment, 310 of 651 agricultural districts are climate-vulnerable, 109 of them "very highly" so [1]. With warming, erratic monsoons and extreme events converging, India's food security is now an adaptation challenge, not merely a production one.
Scale of the threat
- The IPCC holds that climate change weakens all four pillars of food security — availability, access, utilisation and stability [3].
- NITI Aayog estimates a 1°C rise raises poor rural households' agri-dependence by 53% while eroding non-farm income by 33%, deepening rural distress [1].
- Rainfed smallholders, the majority of cultivators, are worst exposed given weak irrigation access.
Adaptation strategies adopted
- NMSA under the NAPCC (2008) operates through Rainfed Area Development, Per Drop More Crop and Soil Health Management [2]; micro-irrigation has covered about 10.9 million hectares since 2015-16 [1].
- NICRA (ICAR) develops and demonstrates climate-resilient varieties, intercropping, conservation agriculture, zero-till sowing and agroforestry in 151 vulnerable districts [1].
- District Agriculture Contingency Plans for all 651 districts guide state responses to weather aberrations [1].
- Institutional grounding: Village Climate Risk Management Committees, seed and fodder banks, and farmer training through 731 KVKs [1].
- Crop diversification under PM-RKVY shifts area from water-guzzling paddy in Punjab and western Uttar Pradesh [2].
Way forward
- Scale beyond demonstration: extend NICRA technologies from pilot districts to all vulnerable districts, converging research with NMSA delivery.
- Adopt a food-system lens — production, storage, processing and consumption — as FAO urges, rather than crop-level fixes alone [4].
- Strengthen seed systems, agro-advisories and crop insurance so information and risk-cover reach smallholders.
- Promote millets, pulses and natural farming to combine nutrition security with lower emissions.
Climate-proofing food security requires shifting from scheme-based adaptation to a resilient food system anchored in science, water efficiency and farmer institutions. Aligning NMSA and NICRA with SDG-2 (Zero Hunger) and SDG-13 can convert vulnerability mapping into assured livelihoods.
