Under NICRA's district-level risk assessment, 310 of 651 agricultural districts are climate-vulnerable, 109 of them "very highly" so [1]. With warming, erratic monsoons and extreme events converging, India's food security is now an adaptation challenge, not merely a production one.

Scale of the threat

Way forward

  • Scale beyond demonstration: extend NICRA technologies from pilot districts to all vulnerable districts, converging research with NMSA delivery.
  • Adopt a food-system lens — production, storage, processing and consumption — as FAO urges, rather than crop-level fixes alone [4].
  • Strengthen seed systems, agro-advisories and crop insurance so information and risk-cover reach smallholders.
  • Promote millets, pulses and natural farming to combine nutrition security with lower emissions.

Climate-proofing food security requires shifting from scheme-based adaptation to a resilient food system anchored in science, water efficiency and farmer institutions. Aligning NMSA and NICRA with SDG-2 (Zero Hunger) and SDG-13 can convert vulnerability mapping into assured livelihoods.
