The cluster-based approach under PMMSY seeks to integrate the fisheries value chain. Examine its potential with reference to the Organic Fisheries Cluster in Sikkim.

Take the decisions, see the consequences.Play →The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has an outlay of ₹20,050 crore [1]. It moves fisheries support away from scattered projects and towards cluster-based development, which brings production, processing and marketing together in one area. Soreng in Sikkim is India's first Organic Fisheries Cluster, launched in January 2025 [2]. It shows both the promise and the limits of this model.
Value-chain integration in Soreng
Inputs (hatcheries, feed mills) → Organic farming (Amur carp, IMC, trout; Biofloc/RAS)
→ Cold storage → SOP-based certification & traceability → Assured buyer (ITBP) / premium markets
Fig: Soreng cluster value chain [3]
Potential
- Economic: an organic label earns premium prices. The MoU with ITBP for Rainbow Trout gives farmers in border districts an assured buyer for a fish that spoils quickly. Kisan Credit Cards ease working-capital shortages [3].
- Environmental: farming without chemicals, antibiotics or pesticides limits pollution and the risk of antimicrobial resistance (AMR) [4]. Biofloc and RAS systems use little water, which suits the scarce flat land in the hills [3].
- Convergence: the central scheme (PMMSY) and the state scheme (MMMUY) work together [3]. NABARD supports Fish Farmer Producer Organisations (FFPOs) that pool smallholders' output [4].
- Replicability: the cluster builds on Sikkim's organic brand. Meghalaya also has an organic cluster among the 34 notified under PMMSY [5].
Constraints
- Certification lag: the cluster was notified in 2025, but the certification SOP for the Northeast came only in November 2026 [3]. Its link to NPOP, India's national organic standard, is unclear, even though NPOP already covers aquaculture [6]. Without that link, export buyers may not accept the label.
- Costs for small farmers: yearly certification fees, paperwork and scarce organic feed.
- Slow release of funds: after five years, only about ₹5,588 crore of the ₹9,190 crore Central share had been released [7]. If one link in the chain is not funded, the whole chain stalls.
- Niche scale: organic farming suits hill states that compete on value. It does not suit the plains, which compete on volume.
Way forward
- Align the SOP with NPOP and use NPOP's group certification through FFPOs. For aquaculture, a group needs only 10 members [6].
- The Centre and Sikkim should share certification fees in the first few years.
- Strengthen traceability and simplify approvals, as the Standing Committee urged in 2024 [8].
PMMSY's cluster approach can turn Sikkim's shortage of land into an advantage, through organic branding, assured buyers and joint Centre–state effort. Reliable certification, timely funds and affordable compliance will decide whether Soreng becomes a model for a sustainable Blue Revolution in the Northeast, supporting SDG 14 and inclusive growth.
