Biosphere Reserves (BRs) come from UNESCO's 1971 Man and the Biosphere (MAB) Programme. They are built on the idea that conservation works better with local people than against them. India has 18 notified BRs, of which 13 are in UNESCO's World Network [2]. Community initiatives inside them show how earning a living can support conservation instead of eroding it.

How the reconciliation works: zonation

  • Core: strict protection; only research and monitoring are allowed [1].
  • Buffer: regulated ecotourism and environmental education, which earn income and ease pressure on the core [1].
  • Transition: settlements, responsible farming and sustainable forestry. People are part of the design, not intruders in it [1].
Core (protect) → Buffer (regulated use) → Transition (livelihoods)
↑ less pressure on the core ← income from the outer zones

Illustrations

  • Lantana crafts (Nilgiri): Tribal artisans make furniture and crafts from the invasive Lantana camara that is cleared from forests. Removing the weed restores habitat and also earns income [1].
  • Women for Bees (Nilgiri): In a UNESCO initiative, 48 village women are being trained in beekeeping with the native Apis cerana and stingless bees. This links women's income with pollinator conservation [3].
  • Cold Desert BR (Himachal Pradesh): UNESCO listed it in 2025. About 12,000 residents live and herd alongside Pin Valley NP and Kibber WLS, keeping traditional high-altitude land use within the reserve [4].
  • Integrated Management Plans: These have been piloted in Nanda Devi, Pachmarhi, Dehang-Dibang and Agasthyamalai. They give livelihoods the same priority as restoration and monitoring [1].

Limitations

  • Funding gaps: The scheme is a Centrally Sponsored Scheme (cost shared 60:40 between Centre and State). When the Centre did not release funds, the entire provision for Similipal BR was surrendered [5].
  • Small scale: Most initiatives are pilots. Only 4 of the 18 BRs have Integrated Management Plans [1].

Community enterprises show that conservation can pay for itself when people share in the benefits. The government should scale up proven models such as Lantana crafts and community beekeeping across all 18 reserves, release funds on time, and give community institutions a stronger role in management. This would make "conservation with people" real and help meet SDG 15 (Life on Land).
