Component-level manufacturing, rather than assembly, is the next frontier of India's electronics strategy. Critically examine this statement in the context of schemes like ECMS and PLI.

India today assembles more electronics than it actually makes. The PLI scheme made India the world's second-largest mobile manufacturer [4], but high-value components stay imported. ECMS, notified in April 2025, targets exactly this gap — the statement is largely valid, though not the whole story.
The case for the claim
- Thin value addition under assembly-led PLI: LSEM drew only about ₹12,390 crore of investment against ₹8.4 lakh crore of production till June 2025 [4] — scale without depth, since components were bought in.
- ECMS attacks the missing middle: it covers sub-assemblies, bare components, capital equipment and passives — resistors, capacitors, connectors, oscillators, sensors, lenses [1][2].
- Ambition is real: targeted investment of ₹59,350 crore, production of ₹4,56,500 crore and 91,600 direct jobs [2]; successive tranches of approvals show strong industry uptake [3].
- Strategic depth: components reduce China-dependence and enable defence-grade and rare-earth-magnet manufacture, while complementing the India Semiconductor Mission downstream [1].
Where the claim overreaches
- Approvals are not output: incentives are turnover-, capex- or hybrid-linked [1], so benefits are back-ended; employment gains are still projected, not realised.
- Import dependence may only shift upstream — precursor chemicals, electrolytes and rare earths remain imported.
- Component-making is low-margin, precision-and-scale intensive, dominated by entrenched East Asian incumbents; subsidy alone cannot offset weak logistics, power costs and inverted duties.
- Design and IP stay outside: making components is deeper than assembly but still not innovation-led.
Component manufacturing is therefore the necessary next frontier, not the final one — it converts India from an assembly floor into a value-chain participant. Sustaining it needs ECMS to be paired with skilling, materials-security and R&D incentives, so that milestone-linked support matures into genuine technological self-reliance under Atmanirbhar Bharat.
