Significance for import substitution

- Together with PLI for large-scale electronics, they form an end-to-end chain: chip → component → assembly, raising domestic value addition.
- ISM 2.0 deepens the semiconductor layer [6], while ECMS supplies the capital goods and sub-assemblies that fab ecosystems need locally.
Approvals are not yet commissioned capacity, and raw-material and critical-mineral dependence persists. Yet by pairing component depth with chip fabrication, India is building an ecosystem rather than an assembly line — the surest route to the Atmanirbhar Bharat goal of resilient, employment-rich manufacturing.
