At the 13th ADMM-Plus in Cebu (October 2026), the Raksha Mantri offered India's battle-tested counter-terrorism experience to partners. He cited Operation Sindoor and its "non-negotiable red line" against state-sponsored terror [1]. ADMM-Plus gives India a real platform. However, because the forum works by consensus and keeps ASEAN at the centre, India can promote its doctrine there more than it can globalise it.

Why ADMM-Plus is an effective platform

  • Institutional leverage: India and Malaysia took over the Experts' Working Group on Counter-Terrorism (EWG-CT) from Russia and Myanmar for 2024–27. The cycle includes a table-top exercise in Malaysia (2026) and a field training exercise in India (2027) [2].
  • Wide reach: The 16th EWG-CT meeting in New Delhi (January 2026) brought together 11 ASEAN members and 7 dialogue partners [3].
  • Practical tools: India offered joint exercises, capacity building and intelligence sharing [1].
  • Shared-threat framing: The Defence Secretary said terrorists' use of advanced technology needs a collaborative, action-oriented response [4]. This is a concern every member shares.
  • Credibility: The Navy has escorted ships of any flag in the Gulf of Aden since 2008, which supports India's net security provider claim [1].

Limitations

  • Doctrine–context mismatch: Operation Sindoor comes out of India's western border conflict. Few Southeast Asian states see their terror threat as state-sponsored, so the red line may win sympathy but not formal endorsement.
  • ASEAN centrality: ASEAN sets the agenda [1]. Members avoid taking sides against one another, so pushing a Pakistan-specific line could make partners wary of India's offer.
  • Selective assertiveness: India itself avoids naming rivals. It says its freedom-of-navigation stand is "not directed against any country" [1], and it only "noted" the 2016 South China Sea arbitral award [5]. Partners may question this asymmetry.
  • Rhetoric vs delivery: Ministerial statements are mostly continuous with earlier ones; India used similar maritime wording at the 10th ADMM-Plus (2023) [6]. The real test is how many countries join the 2027 field exercise and whether any mechanisms last beyond India's co-chair term.

Assessment

ADMM-Plus amplifies India's counter-terrorism voice, but it does not make India's doctrine a regional norm. India gains most by keeping two tracks separate. It can state the red line at the ministerial level while keeping the EWG agenda technical and focused on shared threats. Publishing what the exercises achieved and building lasting training and intelligence-sharing channels would turn a self-described role into a verifiable record. That would advance a rule-based Indo-Pacific and SDG 16 on peace and strong institutions.
