"The credibility of the Census rests as much on its enumerators as on its methodology." Examine this in the context of letting private persons do Census duty.

Census 2027 is India's first digital Census [4] and includes caste enumeration [5]. The Centre's 16 October 2026 move allows private schoolteachers and members of "institutions, societies and trusts" to work as enumerators [1]. It tests whether a sound method can survive a less accountable field force.

Why enumerators matter as much as methodology

  • The enumerator records, the citizen rarely checks: in Population Enumeration, the enumerator enters each person's details, including caste, into the mobile app [4][5].
  • The digital trail records the visit, not the truth: the CMMS portal shows where and when data was entered [3]. It cannot show whether the entry matches what the family said.
  • High stakes: caste and population counts feed into welfare targeting, reservation and delimitation debates.

Why private persons are being enlisted

  • Scale: over 30 lakh functionaries are needed [3], but the number of government teachers has not kept pace with population [1].
  • Legal basis: the Census Rules, 1990 already allow "any person" to be appointed [1]. Census officers are deemed public servants under the Census Act, 1948 [2].
  • Global practice: the UN notes that enumerators are generally drawn from the public, such as teachers, the unemployed and students [6].

Risks to credibility

  • Accountability gap: private appointees sit outside service-conduct rules, so transfer or suspension is not available. Only prosecution under Section 11 remains, and it needs proof of a knowingly false return [2]. A similar proposal was rejected in 1991 for this reason [1].
  • Neutrality and perception: whole organisations became eligible, with no published selection criteria. This drew the Opposition's charge of a "Rozgar Guarantee Yojana" for RSS workers [1]. The charge is unproven, but it erodes trust.
  • Closed records: Section 15 bars inspection of census records [2], so only internal supervision can detect bias.

Safeguards

  • Transparency: the RGI should publish the eligible institutions and the selection criteria.
  • Supervision: place every private enumerator under a government supervisor who re-visits a sample of households.
  • Deterrence: make each appointee sign an undertaking listing the Section 11 penalties, and prosecute swiftly and visibly [2].
  • Gap-filling only: prefer open recruitment of graduates and unemployed youth, as in UN practice [6], and widen self-enumeration [4].

Method and manpower are two halves of Census credibility, and digital tools cannot replace an impartial field force. Private staff used transparently, under supervision and only where needed, can ease the shortfall without losing public trust. The Census underpins evidence-based governance and fair representation, so its enumerators must be as neutral as its questionnaire.
