Accountability means public functionaries answer for their work through service rules, the official hierarchy and the law. On 16 October 2026 the Centre allowed private schoolteachers and members of "institutions, societies and trusts" to work as Census 2027 enumerators [1]. That decision tests this principle. Using outsiders weakens accountability only where the safeguards are weaker than the task's stakes.

How it can weaken accountability

  • Loss of service discipline: government staff can be transferred, suspended or put through a departmental inquiry. Private appointees can only be prosecuted after the harm is done. This concern led to the rejection of a similar proposal for the 1991 Census [1].
  • High burden of proof: Section 11 of the Census Act, 1948 punishes only a knowingly false return [4]. That is hard to prove against a careless or biased enumerator.
  • Opaque selection: whole organisations become eligible, and no selection criteria have been published. This invites the charge of ideological capture; the Opposition called it an "RSS employment scheme" [1]. Lost trust is costly when the count includes caste enumeration [2].
  • Little outside scrutiny: Section 15 bars public inspection of census records [4]. Only internal supervisors can check entries.

Why it need not weaken accountability

  • Legal cover exists: census officers are deemed public servants under the Act [4]. The "any person" clause has been in the Census Rules, 1990 for decades [1].
  • Capacity need: the Census needs over 30 lakh functionaries [2], but the number of government teachers has not kept pace with population [1]. UN guidance notes that enumerators are commonly teachers, unemployed people or students [5].
  • Digital audit trail: India's first digital Census uses a mobile app and the CMMS portal for near real-time monitoring [2][3].
  • Design matters: lateral entry of outside experts went through UPSC, with open advertisement and objective criteria [6]. Outside talent can be inducted transparently.

Way forward

  • Publish the list of eligible institutions and the selection criteria.
  • Put every private enumerator under a government supervisor who re-checks a sample of households.
  • Require signed undertakings listing the Section 11 penalties, and prosecute violations quickly and visibly.
  • Use private staff to fill gaps, not as the core workforce.

Non-government personnel do not weaken accountability by themselves; opaque selection and weak supervision do. Transparent recruitment, layered oversight and digital audit trails let the state add capacity while keeping a neutral public service. That neutrality is what makes official statistics credible.
