Deendayal Antyodaya Yojana–National Rural Livelihoods Mission (DAY-NRLM), the Ministry of Rural Development's flagship poverty-alleviation programme, works by pooling the rural poor into a federated SHG–Village Organisation–Cluster Level Federation structure and linking them to formal finance. Its record shows impressive scale, but uneven depth.

Achievements in mobilizing community capital

  • Institutional scale: 10.03 crore members across 94.16 lakh SHGs, 5.62 lakh Village Organisations and 34,314 Cluster Level Federations in 34 States/UTs [1].
  • Community funds: ₹74,364.41 crore mobilized through Revolving Funds, Community Investment Funds and Enterprise Funds, now tracked end-to-end on the LokOS platform [1].
  • Governance of capital: Aadhaar-linked digital identities, role-based approvals and real-time dashboards curb leakage; the SHE-LEAPS module (June 2026) extends this to women entrepreneurs [1].

Achievements in SHG-Bank linkage

  • Cumulative bank credit to women SHGs has crossed ₹11 lakh crore since inception, making SBLP the world's largest microfinance channel [2].
  • Repayment discipline exceeds 98%, aided by Bank Sakhis as banking correspondents [2].
  • The NRLM SHG-Bank Linkage Portal draws monthly data directly from banks' Core Banking Solutions, enabling real-time monitoring of disbursal and repayment [3].

Persisting limitations

  • Credit outstanding (~₹3 lakh crore) is a small fraction of cumulative disbursal [2], suggesting small, short-cycle consumption loans rather than deepening enterprise finance.
  • Mobilization is regionally uneven; membership scale has not translated equally into livelihood diversification or higher household incomes.
  • Digitisation depends on connectivity and e-bookkeeper capacity; where digital literacy is thin, records risk becoming nominal rather than live.
  • Community funds remain grant-dependent, with federations yet to achieve full financial self-reliance.

DAY-NRLM has convincingly solved the problem of access — the frontier now is quality of capital. Strengthening e-bookkeeper training, using LokOS analytics for credit-scoring larger enterprise loans, and converging with skilling and market-linkage schemes can move SHGs from micro-credit to micro-enterprise, realising the constitutional promise of economic justice under Article 39.
