  • Phase-I bottlenecks — land titling, net metering and DISCOM procurement delays — must be resolved; Phase-II is yet to be formally notified [2].

Agrivoltaics thus converts a land-use trade-off into a co-benefit, positioning the farmer as a producer of both food and clean power [2]. If backed by crop-specific design standards, assured offtake and aggregation support, PM-KUSUM 2.0 can advance SDG-2 and SDG-7 together, deepening India's clean energy transition on the strength of, not at the cost of, its farms.
