Discuss how digital platforms like Poshan Tracker have transformed nutrition governance in India. What challenges remain in achieving universal, accurate last-mile monitoring?

In this answer
  1. How nutrition governance has been transformed
  2. Challenges in universal, accurate last-mile monitoring

Launched in March 2021 under Mission Saksham Anganwadi and Poshan 2.0, the Poshan Tracker replaced paper registers at Anganwadi Centres (AWCs) with a mobile-based platform, shifting nutrition governance from periodic, self-reported returns to continuous, verifiable monitoring of the last mile.

How nutrition governance has been transformed

  • Real-time service monitoring: the app captures AWC opening, daily attendance of children, ECCE activities and growth monitoring as they happen, ending long reporting lags [1].
  • Scale and universalisation: nearly 8.95 crore beneficiaries across about 14 lakh AWCs were tracked as of March 2026, making it among the world's largest nutrition surveillance systems [2].
  • Plugging leakages: Aadhaar-based identification plus a Facial Recognition System (FRS) for Take-Home Ration — piloted in 2024 and made mandatory from 1 July 2025 — targets ghost entries; 97% of THR beneficiaries had completed e-KYC and face capture by February 2026 [3].
  • Standardised, comparable data: stunting, wasting and underweight are recorded uniformly nationwide, enabling evidence-based targeting rather than sample-survey inference [4].
  • Frontline inclusion and legitimacy: availability in 24 languages aids Anganwadi Workers (AWWs) across states [4]; the platform won the PM's Award for Excellence in Public Administration (Innovation), 2025 [5].

Challenges in universal, accurate last-mile monitoring

  • Infrastructure gaps: patchy connectivity and device limitations in remote and hilly blocks constrain real-time upload.
  • Capacity of frontline workers: continuous NeGD-led training of AWWs remains necessary, and data-entry burden competes with service delivery [3].
  • Measurement integrity: growth data is only as good as weighing/height equipment and technique; digital capture cannot correct field measurement error.
  • Exclusion risk: mandatory biometric authentication can deny entitlements where verification fails, as the residual un-verified beneficiaries indicate [3].
  • Data-to-outcome gap: dashboards must translate into convergent action with health, water and sanitation departments.

Poshan Tracker demonstrates that technology can make welfare delivery visible and accountable at scale. The next step is to pair digital verification with strong offline fallbacks, equipment calibration and AWW capacity-building, so that the platform advances — rather than gates — the constitutional promise under Article 47 of raising nutrition levels.
