Challenges at the last mile

- Technology exclusion: Aadhaar seeding errors, name mismatches, dormant or inoperative accounts and failed authentication silently drop eligible students.
- Access barriers upstream: online application on scholarship portals presumes connectivity, digital literacy and timely income and caste certificates — hardest for first-generation learners in rural areas.
- Money is not enough: hostel shortages, language handicap and campus discrimination limit what cash transfer alone can achieve.
DBT has made SC scholarship delivery faster, leaner and auditable, converting a leakage-prone subsidy into a rights-like entitlement. Consolidating this needs grievance redressal with time-bound fallback for authentication failures, real-time tracking, and pairing transfers with mentoring and hostel support — so that financial inclusion matures into genuine educational equity under Article 46.
