- Money is not equity: Fee support cannot by itself remove hostel shortages, language barriers or campus discrimination.
CSS are thus the principal delivery vehicle through which Article 46 acquires practical content, and DBT has sharpened that vehicle from an assurance into a verifiable transfer. Strengthening State-level verification capacity, timely release of matching shares and pairing financial aid with mentoring and hostel support would let these schemes deliver not merely enrolment but genuine educational equality of opportunity.
