  1. FRRO expansion: local oversight
  2. IVFRT: the data backbone
  3. North-East: where it matters most
  4. Limits

Foreigners Regional Registration Offices (FRROs) work under the Bureau of Immigration. The Bureau was set up under Section 5 of the Immigration and Foreigners Act, 2025 [2]. India has 20 FRROs today and aims to have one in every state capital by 2027 [1]. This moves security checks beyond the border, so foreigners are tracked from entry, through their stay, to exit.

FRRO expansion: local oversight

  • Decentralised jurisdiction: new FRROs opened at Jaipur, Chandigarh, Guwahati, Aizawl and Amravati. Mizoram's cases moved from Kolkata to Aizawl [1].
  • Control over the whole stay: registration, address changes, visa extension, exit permits and overstay action are now handled closer to where foreigners live [1].
  • Legal powers: Sections 7(2), 13 and 29 allow authorities to detect, restrict and deport overstayers. These powers have been delegated to States, UTs and the Bureau [6].

IVFRT: the data backbone

  • Linked records: visa, immigration-post and FRRO data sit on one platform, now backed by the 2025 Act [2].
  • Funding: ₹1,800 crore for 2026–31 to upgrade immigration posts, FRROs and data centres [4].
  • e-FRRO: 27 faceless, cashless, paperless services [3]. They give cleaner real-time data and leave less room for discretion and corruption.

North-East: where it matters most

  • Border-state capitals: Guwahati and Aizawl are working; Kohima and Agartala have been notified [1].
  • Protected/Restricted Area Permits: FRROs control foreigners' entry into sensitive frontier zones [1].
  • Centre–State coordination: offices in state capitals make it easier to work with local police [1].

Limits

  • Lawful entrants only: IVFRT records only those who pass an immigration post. The MHA admits there is no accurate data on illegal migrants who enter in secret [5].
  • Overstay persists: 25,209 foreigners were found overstaying on valid papers in 2014 [7]. Digital records alone do not ensure people leave on time.
  • Uneven enforcement: delegation to many state police forces needs common procedural safeguards [6].

Together, FRROs and IVFRT turn immigration control into ongoing, data-driven oversight, which is especially useful in the sensitive North-East. Three steps would add to this: publishing overstay data for each FRRO, setting common arrest guidelines, and pairing the system with physical border management. India can then combine secure borders with easy entry for tourists, patients and students. Article 21, which applies to every person, should guide how these powers are used.
