  2. Institutional challenges
  3. Fiscal challenges

Foreign ships carry over 90% of India's EXIM cargo, and in 2018-19 India paid them a freight bill of more than USD 52 billion [4]. To change this, the Cabinet approved a ₹69,725 crore package on 24 September 2025, run by a National Shipbuilding Mission [1]. It goes beyond subsidy and targets both the cost of capital and the shortage of capacity. Weak execution and thin equity still hold it back.

How the four pillars revive shipbuilding

  • Subsidy: The Shipbuilding Financial Assistance Scheme (SBFAS) has a ₹24,736 crore corpus and runs until 2036. It gives 15–20% assistance, depending on vessel value [1].
  • Long-term finance: The ₹25,000 crore Maritime Development Fund has two parts. A ₹20,000 crore Maritime Investment Fund provides equity, with 49% from the Government of India. A ₹5,000 crore Interest Incentivisation Fund makes loans cheaper [1]. Both run through SMFCL, India's first maritime NBFC [2].
  • Capacity: The Shipbuilding Development Scheme (₹19,989 crore) funds mega clusters in Andhra Pradesh, Gujarat and Tamil Nadu. It also adds credit-risk cover and an India Ship Technology Centre, and aims for 4.5 million GT of capacity a year [1].
  • Reforms: Large ships now have infrastructure status, which makes finance cheaper, and government ship demand is being pooled [1].

Institutional challenges

  • Poor execution record: Sagarmala port projects ran ₹20,000 crore over cost, and the Vadhavan port barely moved [4]. SMFCL lends only to this sector, so its risk is concentrated.
  • Low uptake: The 2016 subsidy policy paid out only ₹620.57 crore to 23 shipyards in a decade [3]. A subsidy cannot create yards that do not exist.
  • Old law: A parliamentary committee asked for a full review of the Merchant Shipping Act, 1958 [4].
  • Too many roles: SMFCL lends, channels fund money and manages risk cover all at once [2]. This creates conflict-of-interest concerns.

Fiscal challenges

  • Equity dependence: SMFCL has paid out ₹5,107 crore of ₹11,563 crore sanctioned. Its ₹60,205 crore target for FY2031 needs fresh equity, because RBI leverage norms cap its borrowing [2].
  • Uncertain private money: The Investment Fund still needs SEBI registration and private co-investors [2].
  • Costlier borrowing: The government may guarantee the bonds of NaBFID (the national infrastructure lender) [5]. SMFCL has no such backing.

The package rightly combines subsidy, finance, capacity and reform. Next steps should be a multi-year equity plan for SMFCL, NaBFID-style borrowing support, and project-wise reporting of delay reasons, as the Committee urged [4]. Success should be judged by ships delivered and freight kept in India, not money sanctioned. That is the route to Aatmanirbhar Bharat, SDG-9 and Maritime Amrit Kaal Vision 2047.
