Census 2027 will be India's first digital Census. It will also be the first in independent India to count castes beyond SCs and STs. The Cabinet Committee on Political Affairs decided this, and the count will happen in the Population Enumeration phase [1]. This could give India the evidence base that social justice policy has long lacked, but only if the data is accurate and used carefully.

Implications for social justice

  • Evidence-based reservation: caste-wise data can show whether a few dominant groups take most of the reservation benefits. The Rohini Commission (Article 340) was set up to examine OBC sub-categorisation for exactly this reason [5].
  • Visibility of the most marginalised: small, nomadic and very backward communities would be counted for the first time. This helps target schemes at them.
  • Judicial defensibility: courts ask for numbers before upholding quotas. Fresh data may also renew debate on the Indra Sawhney 50% ceiling.
  • Risks: caste identities may harden. Groups may compete to be counted as backward, and figures may be politicised.

Implications for policy-making

  • Better welfare targeting: schemes can use current figures instead of old proxies. Data quality is decisive here. CAG found about two crore faulty entries in the SECC 2011 database used for AB-PMJAY [4].
  • Classification challenge: SECC 2011 collected about 46 lakh caste, sub-caste, surname and clan names. An expert group under the NITI Aayog Vice-Chairperson had to be set up to sort them [3], and the caste tables were never published [6].
  • Digital trade-offs: mobile collection and a self-enumeration portal in 16 languages speed up the count [2]. However, if caste is typed in freely, the SECC confusion could return. Collecting caste data digitally also brings privacy duties under the DPDP Act, 2023.

Way forward

  • The Registrar General should publish a standard caste code list before the February 2027 count, and the app should use a dropdown list instead of free text.
  • An independent expert panel should check and reconcile the data with the Central and State OBC lists.
  • Caste tables should be released on time with anonymisation safeguards.

Overall, caste enumeration can shift social justice from estimates to evidence, but its value depends on how well castes are classified and protected. If it is done carefully, Census 2027 can help give effect to Articles 15(4), 16(4) and 46 and to SDG 10 (reduced inequalities), making affirmative action fairer and better targeted.
