1. At a Glance
- Census 2027 is India's first digital Census. Data is collected on mobile apps and sent straight from the field to the server [2][3].
- It is the first Census in independent India to count caste beyond Scheduled Castes (SCs) and Scheduled Tribes (STs) [1][3].
- Provisional data is expected by March–April 2027, soon after nationwide counting ends in February 2027 [1].
- Why it matters: the last Census was in 2011. Census 2027 will be the base data for delimitation, welfare targeting and the caste-data debate, and its process is likely to be examined (two phases, self-enumeration, staggered schedules).
2. Why in the News
- Amit Sharma, Chief Principal Census Officer and Director of Census Operations for J&K and Ladakh, said provisional Census 2027 data should be out by March or April 2027 [1].
- Ladakh became the first State or UT to finish the entire Census exercise [1].
- Population Enumeration (PE) finished in the snow-bound areas of Uttarakhand, Himachal Pradesh and J&K on 30 September 2026. A revisional round ran from 1 to 5 October 2026 [1].
- The Union government deferred the Census in Manipur "till further declaration" [1].
3. Background & Evolution
- Until the 2011 Census, caste counting covered only SCs and STs [3].
- The Union Cabinet approved the scheme for conducting the Census of India 2027 [6].
- The Cabinet Committee on Political Affairs (CCPA) decided to include caste enumeration in Census 2027. It will be done in the Population Enumeration phase [2][3].
- The Union Home Minister soft-launched the Census digital tools and mascots [8].
- Phase I, Houselisting and Housing Census (HLO): scheduled for April–September 2026 [2][3]. PIB called it the "world's largest census exercise" [5].
- HLO field work began in a group of regions: A&N Islands, Goa, Karnataka, Lakshadweep, Mizoram, Odisha, Sikkim, and the NDMC and Delhi Cantonment Board areas of Delhi [7].
- Phase II, PE: the nationwide round is set for February 2027. Snow-bound areas and the poll-bound States listed below were scheduled earlier [1][2].
4. Core Static Facts

5. Multi-Dimensional Analysis
Administrative
- The schedule is staggered: snow-bound areas in Sep 2026, poll-bound States in Nov 2026–Jan 2027, and the rest of the country in Feb 2027. This avoids clashes with weather and elections [1].
- A revisional round (1–5 Oct 2026) after field work is a quality-control step [1].
- The Manipur deferral shows how conflict can disrupt a Census that is meant to be uniform and simultaneous [1].
Scientific / Technological
- An offline-capable app and direct field-to-server upload remove paperwork and should speed up results. This is why provisional data can come within about 1–2 months of the end of field work [1][2].
- The self-enumeration portal makes citizens part of data entry [4].
- Concerns to examine: data security, the digital divide, and how verification works after self-enumeration.
Social
- Counting caste beyond SC/ST will create new data for OBC and other caste-based policy. It also revives debates on reservation, sub-categorisation and social cohesion [1][3].
- Remote, snow-bound areas are covered through early, dedicated rounds [1].
Governance / Federal
- Census figures feed into delimitation, Finance Commission devolution and scheme targeting.
- A Census in which one State is deferred raises questions about completeness and comparability.
Political
- Enumeration was moved earlier in States going to elections, so that Census staff are not also needed for poll duty [1].
6. Recent Developments (last 12–18 months)
- Apr 2026: PIB set out Census 2027 as India's first digital enumeration exercise [2][3].
- Apr–Sep 2026: Phase I (HLO) ran in a staggered way across States and UTs [5][7].
- 17–31 Aug 2026: self-enumeration window for the snow-bound areas [1].
- 5 Sep 2026: PE brought forward in UP, Punjab, Uttarakhand and Goa [1].
- 30 Sep 2026: PE finished in snow-bound J&K, Ladakh, Himachal Pradesh and Uttarakhand [1].
- 1–5 Oct 2026: revisional round [1].
- Oct 2026: Ladakh became the first State or UT to complete the whole Census. Manipur's Census was deferred [1].
7. Prelims Hooks
- Census 2027 is India's first digital Census [2].
- It is the first Census in independent India to count caste other than SCs and STs [1].
- The decision to include caste was taken by the Cabinet Committee on Political Affairs [3].
- Phase I = Houselisting and Housing Census (HLO); Phase II = Population Enumeration (PE) [2].
- Caste is counted in the PE phase, not in HLO [3].
- The HLO app runs on Android and iOS in 16 regional languages and works offline [2].
- Self-enumeration is optional and lasts 15 days, before the field visit [4].
- Ladakh was the first State or UT to complete the entire Census exercise [1].
- Snow-bound PE covered 5,292 enumeration blocks: J&K 4,597 and Ladakh 695 [1].
- Advance PE in UP, Punjab, Uttarakhand and Goa runs from 16 Nov 2026 to 4 Jan 2027 [1].
- The Census in Manipur is deferred "till further declaration" [1].
- Provisional Census data is expected by March–April 2027 [1].
8. Why the Caste Count Could Repeat the SECC 2011 Problem
- The last caste count gave data that nobody could use
- SECC 2011 (Socio-Economic and Caste Census, a separate survey run outside the regular Census) collected about 46 lakh different caste names, sub-caste names, surnames, clan names and gotra names [10].
- People were free to write any caste name they used. So the same group appeared under many spellings and labels. The government could not match these names to official lists like the Central OBC list.
- The Cabinet set up an expert group to sort this data into proper categories [10].
-
The caste data was never released. The government later told Parliament there was no proposal to release it [9].
-
The rest of the SECC data also had serious errors
- A CAG (Comptroller and Auditor General, India's top government auditor) audit found problems in the SECC 2011 database. These included invalid names, blank name and gender columns, and impossible birth dates and household sizes [11].
- Together these came to about two crore entries [11].
-
This matters because schemes such as PMAY-G (Pradhan Mantri Awas Yojana–Gramin, the rural housing scheme) chose their beneficiaries from this database [11].
-
Why Census 2027 faces the same risk
- Caste is counted only in the PE phase [3]. That phase is run by enumerators on a mobile app, with an optional self-enumeration portal [2][4].
- If people can type in any caste name, the 46-lakh-names problem comes back, only faster.
-
Self-enumeration adds one more risk. A person filling the form alone may write a surname or clan name where the caste name should go, and no enumerator is there to clarify.
-
What should be done
- The Registrar General of India should publish the caste code list, and the method for matching names to it, before the nationwide PE in February 2027. The app should offer a fixed list to choose from, with a short 'other' option.
- The SECC lesson is simple: if the categories are decided only after counting, the data may end up locked away, as it did with the expert group [10].
9. Delimitation May Not Use This Census at All
- The note's assumption may now be out of date
- Under the 84th Amendment (2001), the number of Lok Sabha seats given to each State was frozen until the first Census after 2026 [12].
-
Census 2027 is that Census. So, on the old rule, it would decide the next redistribution of seats.
-
The 2026 Bills change this link
- The Constitution (131st Amendment) Bill, 2026 and the Delimitation Bill, 2026 remove the 'first Census after 2026' rule [13].
- They allow the next delimitation (redrawing of constituencies and redistribution of seats) to be based on the 2011 Census [13].
- Parliament could then decide by an ordinary law, passed by simple majority, when delimitation happens and which Census it uses [13].
-
The Lok Sabha's maximum size would rise from 550 to 850 members [13]. The Home Minister replied to the Lok Sabha debate on these Bills [12].
-
Why this matters for the debate
- Southern States have slower population growth. If seats follow population, their share of Lok Sabha seats could fall. PRS notes the change may lead to a significant shift in the share of States in Lok Sabha [13].
- Using 2011 instead of 2027 data changes which population figures are used to make that shift.
-
Moving the choice of Census from the Constitution into an ordinary law means a future Parliament can change it more easily, without the special majority a constitutional amendment needs.
-
In an answer: do not write that 'Census 2027 will decide delimitation' as a settled fact. Write that it was meant to, and that the 2026 Bills reopen the question.
10. How to Read the March–April 2027 Numbers
- The first national total will leave out one State
- Manipur's Census is deferred 'till further declaration' [1].
- So the provisional all-India population will not include Manipur's actual count. Any national total or growth rate will need a note saying so, or an estimate for Manipur.
-
Manipur's own figures matter for its Assembly seats and for ST (Scheduled Tribe) counts. In a conflict-hit State these are the most disputed figures, and they will be the last to arrive.
-
The States were counted months apart
- Snow-bound areas were counted in September 2026, the poll-bound States from November 2026 to January 2027, and the rest of India in February 2027 [1].
-
People who move between regions during these months could be counted twice or missed. The revisional round (1–5 October 2026) can catch errors within one region, but not people who moved between regions counted at different times [1].
-
Provisional figures are headline numbers only
- The March–April 2027 release is provisional [1]. Expect revisions.
- Do not assume caste tables will come in this first release. Given the SECC history [9][10], caste figures are the part most likely to take longest.
11. Anchors for Answers
- Data: About 46 lakh caste, sub-caste, surname and clan names were recorded in SECC 2011, which made the data impossible to classify [10].
- Data: About two crore faulty entries in the SECC 2011 database, as flagged by CAG [11].
- Data: 5,292 enumeration blocks counted early in snow-bound J&K and Ladakh [1].
- Report/Committee: Expert group set up by the Cabinet to classify SECC 2011 caste data [10]; CAG audit pointing out errors in the SECC database [11].
- Law/Case: Articles 81 and 82 (seats readjusted after each Census); 84th Amendment, 2001 (seat freeze until the first Census after 2026); Constitution (131st Amendment) Bill, 2026 (would allow delimitation on the 2011 Census and raise the Lok Sabha cap to 850) [12][13].
- Scheme: PMAY-G chose its beneficiaries from SECC 2011 data, so errors in Census data flow straight into who gets welfare [11].
12. Mains Relevance
- GS-I: Population and associated issues; Social empowerment.
- GS-II: Government policies and interventions; Federalism; Statutory bodies; Welfare of vulnerable sections.
- GS-III: Inclusive growth; Use of technology in governance.
- Possible questions: 1. India's first digital Census promises speed but raises concerns about accuracy and data protection. Critically examine. 2. Discuss the implications of including caste enumeration in Census 2027 for social justice and policy-making. 3. A staggered and partially deferred Census raises questions of comparability and completeness. Analyse with reference to Census 2027.

14. NCERT Concepts to Revise
- Census 2027 (Geography): The article's core subject: India's first digital Census, its phases, schedule and expected provisional data.
- Caste census (Polity): Counting castes beyond SC/ST is the biggest policy change in this Census and a likely exam theme.
- Socio-Economic and Caste Census 2011 (Polity): The earlier caste-data attempt whose caste figures were never published; useful to avoid the 'first caste Census' trap.
- Delimitation (Polity): Census 2027 figures will drive redrawing of constituencies once the freeze on seat allocation ends.
- Cabinet Committee on Political Affairs (Polity): This committee decided to include caste enumeration, a direct prelims fact from the note.
- Digital Personal Data Protection Act 2023 (Polity): Digitally collected Census data raises privacy and security questions that this law addresses.
15. Common Errors / Trap Areas
- Caste is counted in Phase II (PE), not Phase I (HLO) [3].
- "First caste Census" is wrong. The correct claim is that it is the first in independent India to count caste beyond SC/ST. Earlier Censuses counted SC/ST, and SECC 2011 was a separate exercise [1][3].
- Uttarakhand appears in both lists: its snow-bound areas finished on 30 Sep 2026, and it is also among the poll-bound States in the Nov 2026–Jan 2027 window [1].
- Provisional is not final data. The March–April 2027 date applies only to provisional figures [1].
- Self-enumeration is optional. It does not replace the house-to-house visit [4].
