Discuss how the narcotics–arms–terror nexus across India's western border challenges internal security. How far do UAPA designations and inter-agency coordination address it?

Across India's western border, drug trafficking, gun-running and terrorism now run on the same networks. The ISI-backed Shahzad Bhatti network smuggled weapons, explosives and narcotics, which shows how criminal and terror groups have merged [1][2]. UAPA designations and inter-agency coordination have made the response stronger, but they tackle the nexus only in part.
Challenges to internal security
- Self-financing terror: Drug money funds terror modules outside the formal banking system. PRAHAAR had to target crypto wallets and dark-web crowdfunding [4].
- Armed local modules: Weapons and explosives arriving from across the border equip small cells. The Bhatti network's planned attacks were stopped only after 200+ operatives were arrested before Independence Day [2].
- Spread into the hinterland: The network reached 15 States, with 350 arrests [1], so it is no longer just a border problem.
- Proxy war with deniability: State-backed handlers use gangsters and fugitives abroad as proxies. This makes blame harder to fix and prosecution slower. India has brought back only 288 fugitives from 36 countries (2019–26) [1].
UAPA designations: how far?
- Strengths: Under Section 35, the Centre can list an organisation in the First Schedule [3]. The Bhatti network was designated this way [1]. This makes membership, support and funding of the network a crime.
- Limits: The ban is an executive decision, which raises the risk of overreach. Groups can rebrand, and handlers abroad stay out of reach. Press releases report arrests and FIRs but not convictions [1].
Inter-agency coordination: how far?
- Strengths: PRAHAAR makes the Multi Agency Centre (MAC) the hub for real-time intelligence sharing and links State ATS units with the NSG [4]. The Bhatti crackdown busted 40+ modules, and a new Extradition Portal was launched [1].
- Gaps: The Parliamentary Standing Committee (2016) found that States contributed little to MAC inputs. It also found no unified authority over NIA, IB, MAC and NSG, an NCTC stalled over federalism concerns, and NATGRID still "nascent" [5]. Police is a State subject (List II), so the Centre depends on States cooperating voluntarily. Only 15 States' police chiefs attended the PRAHAAR conference [1].
Overall, designations and coordination have disrupted networks on the ground, but the institutional gaps remain. The way forward is:
- a unified counter-terror command built with State consent
- all States feeding MAC
- financial intelligence aimed at drug money
- prosecutions that lead to convictions
Anchoring all of this in PRAHAAR's Rule of Law pillar [4] can make India's security both firm and fair.
