In this answer
  1. Role in national security
  2. Role in the digital economy
  3. India's capabilities and gaps

Quantum metrology uses quantum effects to measure time, frequency and fields with extreme precision. Examples are electron transitions in atomic clocks and, now, transitions inside the atomic nucleus. In 2026, teams from China and Austria–Germany reported the first working thorium-229 nuclear clocks [1]. Precise timing has become strategic infrastructure, not just laboratory science.

Role in national security

  • Navigation: satellites work out position from onboard atomic clocks. When the procured clock on IRNSS-1F stopped in March 2026, the satellite could no longer provide navigation [2].
  • Timing sovereignty: relying on foreign GPS is a strategic risk. The IST Rules mandate NavIC and domestic timing infrastructure [3].
  • Quantum sensing: high-sensitivity magnetometers and atomic clocks for navigation are targets of the National Quantum Mission (NQM) [4].

Role in the digital economy

  • Finance: accurate time-stamps for banking and digital payments prevent reconciliation errors and fraud [3].
  • Telecom and grids: telecom, internet and smart power grids need tight synchronisation. The C-DOT–CSIR-NPL NavIC-based reference clock will give telecom and internet providers IST traceability within ±20 ns. This reduces GPS dependence and call drops [5].
  • Legal certainty: uniform timestamps give legal records and government filings evidentiary validity [3].

India's capabilities and gaps

  • Institutional base: CSIR-NPL generates IST from caesium clocks and hydrogen masers, traceable to UTC at the nanosecond level [6].
  • Legal framework: the Legal Metrology (IST) Rules, 2026 under "One Nation, One Time" [3].
  • Mission-mode R&D: NQM has an outlay of ₹6,003.65 crore for 2023-24 to 2030-31. It targets atomic clocks with 10⁻¹⁹ precision and has a sensing-and-metrology hub [4].
  • Space: NVS-01 flew India's first indigenous atomic clock, but NVS-02 still carries a mix of indigenous and procured clocks [7].
  • Gaps:
  • Imported space clocks remain a single point of failure [2][7].
  • NQM targets atomic clocks, not nuclear clocks [4]. India is not among the groups that built the first nuclear clocks [1].
  • IST still relies on microwave caesium standards, not optical clocks [6].

Quantum metrology links security and the economy through one common need: trusted time. India should first build indigenous space-grade clocks through ISRO. CSIR-NPL should develop optical clocks, and NQM's metrology hub could start a small thorium-229 research track. Together, these steps would turn "One Nation, One Time" into real timing sovereignty, in line with Atmanirbhar Bharat.
