Under the Liquidity Adjustment Facility (LAF), the RBI injects or absorbs funds so that the overnight Weighted Average Call Rate (WACR) — the operating target — stays anchored to the policy repo rate [1][3]. The VRRR is its principal market-based tool for draining surplus liquidity.

Role in the liquidity management framework

  • Absorption of systemic surplus: on 7 September 2026 the RBI mopped up over ₹6 lakh crore through two VRRR auctions — a 30-day and an overnight leg — both cutting off at 5.24% [4].
  • Rate anchoring: by removing idle funds, VRRR prevents the call rate from sliding to the SDF floor, keeping it near the repo rate of 5.50% within the SDF–MSF corridor [2][3].
  • Price discovery: banks bid competitively; the cut-off reveals the system's true liquidity preference. The tepid 30-day response (₹2.59 lakh crore against ₹7 lakh crore notified) showed banks preferring flexibility, prompting the same-day overnight auction [4].
  • Calibrated and reversible: unlike a CRR hike or OMO sale, VRRR absorption is temporary and tenor-flexible (overnight to 14 days), avoiding blunt shocks to credit supply [3].

Difference from conventional repo operations

  • Direction: repo injects liquidity against collateral; VRRR absorbs it, with banks as lenders to the RBI [1].
  • Rate-setting: the repo rate is a fixed policy rate decided by the MPC; the VRRR rate is auction-determined, capped by the repo rate [2].
  • Nature: repo operations transmit the policy stance; VRRR is an operational, day-to-day RBI action outside the MPC cycle [1].

VRRR thus complements rather than substitutes rate policy — the MPC sets the price of money, while VRRR manages its quantity. As liquidity volatility rises with capital flows and government cash balances, agile, well-communicated fine-tuning operations remain essential to credible monetary transmission and financial stability.
