Born in 2011 as a trilateral maritime security arrangement between India, Sri Lanka and the Maldives [2], the Colombo Security Conclave (CSC) has matured into a multi-member, five-pillar grouping. It is today India's most operationally focused instrument for shaping security order in the Indian Ocean Region (IOR).

Institutional consolidation

  • Membership widened from three to include Mauritius and Bangladesh, with Seychelles acceding as a full member and Malaysia attending as Guest at the 7th NSA-level Meeting, New Delhi (November 2025) [1][2].
  • Its five pillars — maritime safety and security; countering terrorism and radicalisation; trafficking and transnational organised crime; cyber security and critical infrastructure; and HADR — expand cooperation beyond naval matters into comprehensive security [1].

Operational interoperability

  • Recurring Table Top Exercises build habits of joint response: the 4th TTX at Kolkata under the Indian Coast Guard [2], and the recent TTX at Eastern Naval Command, Visakhapatnam, on coordinated response to illicit maritime activities — maritime terrorism, narcotics, human trafficking and IUU fishing [3].
  • Such drills review SOPs and information-sharing to strengthen Maritime Domain Awareness [3], while Maritime Law Workshops build legal convergence [4], at far lower political cost than live exercises.

Strategic significance

  • CSC operationalises India's SAGAR/MAHASAGAR vision, consolidating India's role as regional first responder and preferred security partner [3], and complements its convening power reflected in IFR 2026, MILAN 2026 and the IONS Conclave of Chiefs at Visakhapatnam [5].
  • Being consultative and non-treaty, it lets small island states cooperate without appearing to align against extra-regional powers.

Constraints

  • Capacity asymmetries, domestic political churn in member states, and non-binding outcomes limit follow-through.

CSC thus converts India's geographic centrality into institutional leadership. Sustaining it demands capacity-building support, a permanent secretariat and predictable funding, so that the Conclave evolves from consultation into a durable, rules-based IOR security architecture consistent with the SAGAR vision.
