How do multilateral table-top exercises contribute to regional security cooperation without the diplomatic costs of formal treaties? Illustrate with the Colombo Security Conclave.
Table-top exercises (TTXs) are simulation- and discussion-based drills in which agencies of several states work through a hypothetical crisis around a table rather than at sea. The Colombo Security Conclave (CSC) — a maritime security grouping begun in 2011 by India, Sri Lanka and Maldives [2] — shows how such exercises build cooperation without treaty obligations.
How TTXs build regional security cooperation
- Interoperability of procedures: participants rehearse shared responses to marine pollution, search-and-rescue and threats from anti-national elements, as at the 4th CSC TTX at Kolkata hosted by the Indian Coast Guard Region (North East) [3].
- Habits of information-sharing: repeated participation normalises exchange of threat data; CSC's cyber-security seminar at NFSU, Gandhinagar (2024) similarly opened exchanges on incident response and threat intelligence [4].
- Institutional familiarity: officers learn counterpart agencies' chains of command, cutting delay in a real contingency.
- Low-cost and inclusive: no ships, aircraft or fuel are committed, so smaller island states participate as equals.
Why the diplomatic costs are avoided
- No binding obligation: CSC functions as a consultative, non-treaty architecture with no mutual-defence clause, so no state surrenders strategic autonomy.
- No ratification burden: participation needs no parliamentary approval, avoiding domestic political contestation.
- Non-provocative signalling: a simulation is not a show of force, so third powers are not alarmed — useful in a contested Indian Ocean.
- Flexible membership: graded entry is possible; Bangladesh and Seychelles first joined as observers, with Seychelles acceding as a full member at the 7th NSA-level meeting in New Delhi (November 2025) [1].
- Modular agenda: cooperation advances pillar-by-pillar — maritime safety, counter-terrorism, trafficking, cyber security and HADR [1] — rather than as a single package.
TTXs thus convert goodwill into working-level capability while leaving sovereignty untouched. Their limitation is that habit is not guarantee; India should therefore graduate CSC from simulations towards standing operating procedures and joint centres. Sustained this way, the Conclave advances India's SAGAR vision of security and growth for all in the region.
