Approved by the Cabinet in 2021 as a Central Sector Scheme of the Ministry of Earth Sciences at ₹4,077 crore for 2021–26 [1], the Deep Ocean Mission (DOM) seeks to harness deep-sea living and non-living wealth. It is central to India's critical mineral security, though its gains must be weighed against fragile deep-ocean ecology.
Significance for critical mineral security
- Resource access: India holds an ISA contract (2002) for polymetallic nodules over ~75,000 sq km in the Central Indian Ocean Basin [4], rich in cobalt, nickel, manganese and copper — inputs for batteries, EVs and clean-energy transition.
- Import substitution: These minerals are today sourced largely through imports, with processing concentrated in a few countries; seabed reserves offer a long-term hedge complementing the National Critical Mineral Mission.
- Technological self-reliance: NIOT's indigenous mining machine completed locomotion trials at 5,270 m depth in the CIOB, the first tethered seabed machine to operate at that depth [2], alongside the Matsya 6000 submersible under Samudrayaan.
- Strategic-diplomatic weight: Sustained ISA engagement strengthens India's voice in shaping the Mining Code for the "Area" beyond national jurisdiction [3].
Environmental concerns
- Habitat destruction: Nodule extraction removes the hard substrate on which slow-growing benthic organisms depend; recovery timescales run into decades.
- Sediment plumes: Collector movement and discharge disperse sediment, smothering filter-feeders and affecting the water column.
- Knowledge deficit: Deep-sea biodiversity is poorly mapped, making impact prediction difficult — hence ISA's insistence on environmental impact assessments and pollution-control obligations on contractors [3].
- Regulatory gap: Global exploitation regulations are still under negotiation, creating uncertainty over standards and liability.
DOM thus represents a calibrated bet: mineral security for the energy transition, purchased at a still-uncertain ecological cost. The prudent path is to sequence commercial mining behind robust baseline biodiversity studies, transparent EIAs and strict adherence to ISA safeguards, while advancing indigenous technology. Pursued this way, DOM can serve both India's Blue Economy ambitions and SDG-14 on conserving oceans.
