The International Seabed Authority (ISA), the UNCLOS body regulating mineral activity in "the Area" — the seabed beyond national jurisdiction — is the sole gateway to deep-sea minerals. India's engagement with it, channelled through the Ministry of Earth Sciences (MoES) and the Deep Ocean Mission (DOM), has moved from paper contracts to demonstrated seabed capability.

Institutional architecture

  • MoES is the nodal ministry, holding all ISA contracts on behalf of India; the National Institute of Ocean Technology (NIOT), Chennai is the technology arm [1].
  • The Deep Ocean Mission, a Central Sector Scheme approved in 2021 at ₹4,077 crore for 2021–26, funds the Integrated Mining System and manned submersible that convert exploration rights into extraction capability [2].

Contractual footprint with the ISA

  • India holds a 75,000 sq. km polymetallic nodule (PMN) exploration area in the Central Indian Ocean Basin (CIOB) [1].
  • Separate 15-year polymetallic sulphides (PMS) contracts cover the Central Indian Ridge–Southwest Indian Ridge and the Carlsberg Ridge, making India the first country to hold two PMS contracts [3].

Technological compliance and demonstration

  • NIOT's mining machine achieved locomotion trials at 5,270 m depth in the CIOB — the first tethered seabed mining machine to operate at that depth — with nodule collection systems designed to ISA guidelines [1].
  • Nodules rich in cobalt, nickel, manganese and copper directly serve India's critical-mineral and energy-transition security.

Constraints

  • ISA's exploitation code remains unfinalised, so commercial mining cannot begin; India's rights stay exploratory [2].
  • Deep-sea mining raises benthic habitat and sediment-plume risks, demanding rigorous environmental baselines.
  • Sustaining multi-year, multi-agency technology development within cost and time targets remains an execution challenge.

India's ISA engagement is thus a rare case of legal entitlement, scientific capability and strategic need converging. The task ahead is to shape the ISA's exploitation code from within — pressing for precautionary environmental safeguards while completing the mining-system trials — so that ocean wealth is harvested as a shared heritage of mankind, advancing both the Blue Economy and SDG-14.
