India's Latin America outreach is thus less about immediate trade numbers and more about building durable institutional bridges to a resource-rich, politically friendly region. Concluding the CEPA in a time-bound manner, backed by improved connectivity and Mercosur-Peru engagement, would convert diplomatic goodwill into a genuine South-South economic partnership.
