India's trade diplomacy has increasingly targeted resource-rich but geographically distant partners. Analyze with reference to Chile.

India's trade strategy has shifted from proximity-driven regionalism to resource- and market-driven partnerships, with distance no longer a disqualifier. The signing of the India–Chile CEPA Terms of Reference on 08 May 2025 [1] typifies this recalibration, which merits analysis on three axes: drivers, instruments, and limitations.

Drivers: why distant, resource-rich partners

  • Resource security: Chile's endowment of copper and lithium underpins India's clean-energy, EV and electronics manufacturing ambitions [1].
  • Diversification: a thin regional trade base pushes India towards under-exploited Latin American markets.
  • Strategic access: Chile's Pacific Alliance membership makes it a bridgehead to the wider Pacific-rim trade architecture [1].

Instrument: from PTA to CEPA

  • The existing Preferential Trade Agreement (in force 2007, expanded 2017) covers only limited tariff lines; a CEPA extends to services, investment and rules of origin [1].
  • Negotiations have been institutionalised in structured rounds — 1st in New Delhi (May 2025) [3], 3rd in Santiago (October 2025), and the 4th concluded in New Delhi on 05 December 2025 with "substantial progress across the chapters" [2][4].
  • Sustained political ownership: the Chilean Treasury Undersecretary called on the Commerce & Industry Minister immediately after the 4th Round [2].

Limitations

  • Geography imposes costs: long transit and freight charges can erode negotiated tariff concessions.
  • Asymmetric complementarity: a minerals-for-manufactures exchange risks substituting one import dependence for another unless value addition occurs in India.
  • Negotiating bandwidth: multiple CEPAs pursued concurrently strain institutional capacity [2].

Thus, the Chile engagement shows India converting geographic distance from a constraint into a manageable transaction cost, provided the agreement is paired with shipping connectivity, downstream processing capacity and investment linkages rather than tariff concessions alone. Anchored in the constitutional directive of promoting international peace and security and aligned with SDG-9 on resilient industry, such resource-secure partnerships can make India's manufacturing base both globally integrated and strategically autonomous.
