  1. Timeliness of CAG reports: why it matters
  2. The PAC's own powers: why timeliness alone is not enough

The Public Accounts Committee (PAC) is Parliament's financial watchdog. It has 22 members [2] and examines the CAG reports laid under Article 151. In November 2026, PAC chairs from Parliament and 25 States met and complained that audit reports arrive "years after the money was spent" [1]. The PAC's effectiveness therefore depends on two things: getting audit reports on time and having powers to make the government act on them.

Timeliness of CAG reports: why it matters

  • Post-facto check loses force: when reports arrive late, "officers have moved on and the trail has become untraceable" [1]. The problem is found, but nobody is left to answer for it.
  • The executive controls tabling: reports reach the House through the President or Governor, who acts on ministerial advice. The PAC Chairman was "alarmed" that some governments delayed tabling [1].
  • No deadline: the conference sought a "time-bound mechanism" because none exists today [1].

The PAC's own powers: why timeliness alone is not enough

  • Weak follow-up: the 16th Lok Sabha PAC had to take up ministries that failed to submit Action Taken Notes [6]. The CAG now gives a full chapter to "Follow up of Audit Observations" [7].
  • Advisory nature: a ministry that ignores PAC recommendations faces criticism, not penalty.
  • Capacity limits: 22 part-time MPs serve a one-year term [2]. Institutional memory is lost even as the scope of audit widens [4].
  • Strengths remain: by convention an Opposition member chairs the PAC, which keeps it non-partisan [4]. The present chair, K.C. Venugopal, is from the Opposition [3].

Assessment and way forward The statement largely holds. Delay weakens every power the PAC has. But even a timely report fails if follow-up cannot be enforced. The two factors work together.

  • Write a tabling deadline into the Rules of Procedure. The PAC itself rests on Rule 308, so no constitutional amendment is needed.
  • Publish ministry-wise lists of pending ATNs.
  • Use forensic and AI tools [1][5] to choose which audit paras get a hearing.

Timely audit and enforceable follow-up are two halves of one chain of accountability. Clear tabling deadlines, time-bound replies and data-driven selection would strengthen the executive's collective responsibility to the legislature (Article 75(3)). Audit would then continue, as the 2026 meet urged, "until the last rupee is accounted for" [1].
