Launched by the Ministry of Coal in 2021, the National Coal Gasification Mission (NCGM) targets gasifying 100 MT of coal by 2030 [1], converting coal into syngas for methanol, ammonia, hydrogen and SNG. It is a sound import-substitution bet, but only a conditional fit with the net-zero-2070 pledge.

Merit: energy security and industrial depth

Evaluation against net-zero: partial fit

  • Gasification is cleaner than direct combustion and yields CCUS-ready concentrated CO₂ streams, but it is not carbon-neutral; without CCUS, lifecycle emissions exceed the natural-gas route.
  • Delivery lags ambition — achieved capacity remains a fraction of the 100 MT target [1], risking lock-in of long-lived fossil assets.

Technological challenges

  • Indian coal carries 25–45% ash [4], while most commercial gasifiers are optimised for low-ash coal; NITI Aayog attributes past failures to "technology mismatch" rather than unsuitable feedstock [4].
  • Dependence on foreign gasifier vendors raises EPC cost and licensing vulnerability.
  • Underground Coal Gasification remains unproven at scale — the first pilot at Kasta block, Jamtara (Jharkhand) is still at feasibility stage [3].

Environmental challenges

  • High ash generates large slag and fly-ash volumes; gasification is also water-intensive in water-stressed coal belts.
  • UCG risks groundwater contamination and subsidence [3], demanding strict monitoring norms.
  • CCUS deployment in India is nascent, leaving the decarbonisation claim unverified.

NCGM is best judged as a transitional hedge, not a green solution: it buys strategic autonomy while renewables and green hydrogen scale. Its worth will be decided by mandatory CCUS linkage, indigenous high-ash gasifier design, and strict water and land safeguards — making capability, as in India's refinery sector, the real energy insurance.
