India's refinery sector diversified its crude sourcing to build operational resilience. Critically examine whether a similar approach to coal chemistry can reduce India's energy import dependence.

India's refineries built resilience by acquiring the process capability to run many crude grades, making supply sources substitutable. Coal chemistry — converting coal into syngas and downstream methanol, ammonia, urea and SNG — promises the same feedstock-substitution logic domestically, but the parallel holds only partially.

Where the analogy works

  • Import substitution is real and quantified: India imports over half its LNG, ~100% of ammonia, 80–90% of methanol and ~20% of urea — all producible from syngas [1].

  • Scale gap: only ~22.6 MTPA is operational or under implementation against the 100 MT target [5].
  • Vendor dependence: gasifier technology and EPC remain largely foreign — the opposite of refinery indigenisation.
  • Carbon penalty: gasification is cleaner than combustion but not carbon-neutral; without CCUS it strains net-zero commitments — a constraint refineries never faced.

The refinery analogy is directionally sound but not automatic: resilience came from decades of indigenous process capability, not from procurement alone. India should therefore sequence coal chemistry around high-ash-specific gasifier design, CCUS integration and priority routes like ammonia-urea, converting a resource endowment into genuine technological self-reliance under Atmanirbhar Bharat.
