The Cabinet Committee on Political Affairs decided on 30 April 2025 to enumerate caste within the decennial Census itself [1] — the first population-wide caste count since 1931. Conducted under the Census Act, 1948 [2], the exercise is legally secure but administratively demanding, since caste is a fluid social category being fitted into a statistical frame.

Administrative challenges

  • Open-ended responses: for non-SC/ST groups, self-declared caste names vary by spelling, dialect and sub-caste, creating a huge back-end coding and standardisation burden after collection.
  • Scale and coordination: caste is captured in Phase II, Population Enumeration, of a two-phase Census [3], requiring uniform training of lakhs of enumerators across State Directorates of Census Operations.
  • Technology risk: as India's first fully digital Census, with mobile-app and self-enumeration modes [4], connectivity gaps and data-security demands in remote blocks threaten completeness.
  • Political sensitivity: claims of over- or under-count invite disputes, making enumerator neutrality critical.

Legal-constitutional challenges

  • Caste data feeds directly into Article 340 (Backward Classes Commission) and Article 342A (SEBC lists) [5], so classification errors become litigable.
  • The Census Act guarantees confidentiality of individual records; releasing usable caste aggregates without breaching this requires careful design.

Avoiding SECC 2011 anomalies The 2011 SECC was run by the Ministry of Rural Development outside the Census framework [6], and its caste data was never officially released owing to errors. Remedies: (i) locating caste inside the statutory Census gives legal backing and trained machinery; (ii) pre-tests/rehearsals before finalising the questionnaire [4] allow methods to be corrected in advance; (iii) a pre-published caste directory plus expert coding committees to reconcile synonyms; (iv) third-party post-enumeration surveys and time-bound publication of aggregates.

Caste enumeration can convert reservation debates from assertion to evidence. If backed by transparent methodology, independent audit and timely release, Census 2027 will strengthen the constitutional promise of substantive equality rather than repeat 2011's silence.
