  • State legal metrology departments remain enforcement arms rather than co-designers, and regional laboratories face capacity constraints.

The IST network shows that inter-agency success flows from one accountable nodal ministry, competence-based task allocation and early user integration. Institutionalising this through statutory backing, mission-mode monitoring and sustained capacity-building at regional laboratories would let India replicate the model across critical-infrastructure technologies, strengthening both technological self-reliance and citizen trust in public standards.
