India's defence indigenisation has long suffered from a "valley of death" between laboratory prototypes and production lines. The Council of Scientific and Industrial Research (CSIR), under the Ministry of Science & Technology, has emerged as a key bridge over this gap — using Transfer of Technology (ToT) to move publicly funded research into private manufacturing, though its reach remains partial.

How CSIR labs bridge the gap

  • Dual-use propulsion technology: CSIR-National Aerospace Laboratories (NAL), Bengaluru, has developed indigenous micro and small gas turbine engines — the NJ-100 (100 kgf thrust), successor to the NJ-5 — for tactical UAVs and loitering munitions, reducing import dependence in a segment exposed by drone-centric modern warfare [1].
  • ToT to private industry: NAL's certified 30 hp Wankel engine anchors a collaboration with Solar Defence & Aerospace Ltd. for a 150-kg class Loitering Munition UAV (900 km range, 6–9 hours endurance, GPS-denied navigation) [1]. Similarly, NAL transferred its indigenous multi-copter drone technology to EIL Arms & Ammunition Ltd. at Wings India 2026 [2].
  • Institutional pipeline: the design–certification–production chain (NAL design → CEMILAC airworthiness certification → private licensee) supplies a repeatable route from lab bench to shop floor [1].
  • Scale of the network: CSIR's large multi-laboratory system allows cross-domain spillovers — materials, avionics, structures — into defence applications [3].

Limits of the bridge

  • CSIR labs handle small and micro platforms; heavy military propulsion remains with DRDO's Gas Turbine Research Establishment, where indigenisation has been slower [4].
  • ToT is event-driven and episodic rather than a standing programme, and absorptive capacity among MSME licensees is uneven.

CSIR laboratories therefore function less as arms producers than as technology feeders to a widening industrial base. Institutionalising ToT through iDEX-style handholding, milestone-linked absorption support and shared testing facilities would convert episodic transfers into a dependable pipeline — advancing Atmanirbhar Bharat's goal of strategic self-reliance.
