Loitering munitions — expendable "kamikaze" drones that hover over a target area, search, and then strike — compress the sensor-to-shooter loop into a single low-cost platform. India's indigenous capability in this domain is maturing along propulsion, industry-partnership and operational lines, though key sub-systems remain import-dependent.

How they have redefined tactics

  • Cost-exchange asymmetry: cheap attritable munitions neutralise high-value armour, radars and artillery, altering the economics of firepower.
  • Persistence with precision: unlike a missile, the munition can loiter, re-designate and abort, enabling deep strikes without manned platform risk.
  • Doctrinal shift: drone and counter-drone strike capability featured centrally in Operation Sindoor, which the government highlighted as a showcase of Aatmanirbhar innovation in national security [1].

India's indigenous capability — the building blocks

  • Propulsion: CSIR-National Aerospace Laboratories (NAL), Bengaluru, has developed a CEMILAC-certified 30 hp Wankel engine, with higher-power variants under development, alongside work on micro and small gas turbine engines for unmanned platforms [2].
  • Platform-industry linkage: NAL's collaboration with Solar Defence & Aerospace Ltd. for an indigenous 150-kg class loitering munition UAV — targeting roughly 900 km range, 6–9 hours endurance and GPS-denied navigation — follows a PPP model converting lab technology into commercial-scale production [2].

Persisting gaps

  • Dependence on imported seekers, high-density batteries and precision electronics; limited scale in serial manufacturing; and long design-to-certification cycles.

India has moved from importing complete systems to designing the hardest component — propulsion — and licensing it to private manufacturers. Sustained investment in seekers, AI-based target recognition and iDEX-backed startups, with faster CEMILAC certification, can convert this base into assured supply. Aligned with Atmanirbhar Bharat in defence, such capability secures both strategic autonomy and an export-capable industrial ecosystem.
