Secondary forests — woody regrowth on land previously cleared for farming or pasture — have moved from being seen as degraded wasteland to a recognised climate asset. With restoration now central to the UN Decade on Ecosystem Restoration (2021–30), whose potential is estimated at 13–26 gigatonnes of greenhouse gas removal [1], the Amazon offers the clearest test of how far regrowth can substitute for prevention of deforestation.

Why they matter as carbon sinks

  • Rapid uptake: young tropical regrowth accumulates carbon far faster per hectare than old-growth forest, which is near carbon-neutral at maturity [2].
  • Measurable national contribution: retaining the Brazilian Amazon's existing secondary forest area could accumulate about 19 Tg C per year till 2030 — roughly 5.5% of Brazil's 2030 emission-reduction target [2], feeding directly into its NDC under the Paris Agreement.
  • Low-cost restoration: a 2026 Global Change Biology study found that only 15–25 "hyperdominant" pioneer species (e.g. Cecropia palmata, Inga alba) drive most regrowth and carbon storage [3], allowing targeted, cheaper native-species restoration over costly plantations.
  • Ecosystem co-benefits: canopy closure by pioneers cools understorey temperatures and builds leaf litter, enabling later-succession species to return [3].

Limits to their mitigation role

  • No substitute for primary forest: deforestation still emits about 200 million tonnes of carbon annually from the Brazilian Amazon [2]; regrowth recovers biomass slowly and biodiversity even more slowly.
  • Impermanence: much regrowth is re-cleared within a decade, and fire, logging and drought cut regrowth rates by 8–55% [2] — a real risk for carbon-credit accounting.
  • Monitoring dependence: credibility rests on sustained satellite systems like INPE's PRODES, running since 1988 [4].

Secondary forests are therefore a genuine but conditional sink — powerful when protected long enough to mature, negligible when treated as a licence to clear elsewhere. Policy should pair strict protection of primary forest with legally secured, species-informed regrowth, an approach equally relevant to India's Green India Mission target of 10 million hectares of forest improvement [5].
