The Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025, which received Presidential assent in December 2025 [3] and commenced across rural India on 1 July 2026, repeals MGNREGA, 2005 and recasts the wage guarantee around the Viksit Bharat@2047 vision [1]. It widens the entitlement while altering how that entitlement is triggered and financed.
What the Act expands
- The statutory guarantee rises from 100 to 125 days per rural household each financial year for adult members volunteering for unskilled manual work [1].
- Wage payment discipline is tightened: wages weekly, and in no case later than a fortnight after the work is done [1].
- Works are channelled into four outcome themes — water security, rural infrastructure, livelihood infrastructure and extreme-weather mitigation [1] — replacing open-ended earthworks with drought-proofing and climate adaptation.
- Accountability architecture is strengthened through national and State steering committees, biometric attendance, geospatial mapping of assets and weekly public disclosure [2].
What the Act restructures
- A normative annual allocation is fixed by the Centre for each State, with expenditure above it borne by the State itself [2] — a shift from an open-ended, demand-driven entitlement towards a budgeted allocation.
- Cost-sharing moves to 60:40 for most States, 90:10 being retained only for North-Eastern and Himalayan States [2]; the unemployment allowance for work not provided within 15 days survives, but remains wholly a State charge [2].
- An aggregated 60-day no-work period each year keeps labour available for sowing and harvesting [1], narrowing the working window.
Karnataka illustrates the stakes: battling severe drought, the State has reported over a crore person-days of work under the Act [4], precisely when demand outruns any allocation fixed months earlier.
The Act therefore deepens the guarantee in days and asset quality, but relocates its fiscal burden. Aligning allocations with drought-year demand, and publishing unmet demand alongside person-days, would let the enhanced 125-day promise realise Article 41's directive in substance.
