Rural employment guarantees remain the most reliable first line of drought relief, yet the instrument is only as strong as the State's fiscal room and planning discipline. Publishing taluk-wise work demand alongside person-days, and aligning works with watershed priorities, would let States convert a statutory promise into genuine drought-proofing.
