Fixed Wireless Access and M2M connections are reshaping India's telecom landscape. Discuss their developmental significance.

Take the decisions, see the consequences.Play →India's telecom growth now comes less from new people getting phones and more from homes and machines going online. At the end of August 2026, Fixed Wireless Access (FWA) was the fastest-growing broadband segment, up 2.68% to 19.34 million. FWA covers 5G FWA, Wi-Fi, radio and satellite links. Machine-to-Machine (M2M) SIMs made up about 91 million broadband connections [1]. Both matter for development, but with caveats.
Developmental significance of FWA
- Last-mile solution: rural wireline tele-density is only 0.58% [1]. FWA gives homes broadband without laying fibre to every house. That is the gap the IT Standing Committee found in BharatNet, which reached panchayats but not households [3].
- Remote reach: TRAI's FWA category includes satellite links [1]. These suit hilly, border and tribal areas where fibre is costly.
- Human capital: a stable home connection supports online education, telemedicine and remote work better than a phone screen.
- Competition: fixed broadband is less concentrated than wireless. The top five hold 71.66% of fixed wired broadband against 99.99% of wireless. This leaves room for regional ISPs such as ACT and Kerala Vision [1].
Developmental significance of M2M
- Scale: M2M adds about 9.8 percentage points to tele-density (95.07% with M2M against 85.26% without) [1].
- Service delivery: smart meters can cut power losses, and vehicle telematics help logistics and road safety.
- Economy: M2M is the base for smart cities, precision farming and Industry 4.0.
Concerns
- Inflated statistics: M2M SIMs raise the headline figure. Tele-density without M2M is 85.26%, and rural tele-density is 61.12% against urban 155% [1].
- Small base: FWA is under 2% of the 1,101.21 million broadband connections [1].
- Weak delivery record: only 766 of about one lakh panchayat Wi-Fi hotspots are active. BharatNet has spent only about 25% of its budget since 2022-23 [2].
- Cybersecurity: millions of connected devices give attackers more targets.
FWA and M2M move Indian telecom from voice calls towards connected homes and machines, which can raise productivity and improve public services. The way forward has three parts. First, BharatNet's fibre should feed FWA to reach households. Second, village entrepreneurs should run the local access points, as the Committee recommended [3]. Third, TRAI should publish rural data without M2M so progress is measured by people, not SIMs. Together these would advance Digital India and SDG 9's aim of universal, affordable internet access.
