The Himalaya are the product of a single continuing collision between the Indian and Eurasian plates, whose master fault runs unbroken beneath Afghanistan, Pakistan, India, Nepal, Tibet-China and Bhutan. Strain therefore accumulates and releases along one arc, making a purely national approach to seismic risk geologically incoherent.
A shared seismotectonic system
- Ruptures ignore borders: the 15 January 1934 event is formally the Nepal–Bihar earthquake (M 8.0), with extreme damage simultaneously in the Kathmandu Valley and in Sitamarhi–Madhubani and Munger in India [1].
- Seismic gaps straddle territory: the Central Seismic Gap (between the 1905 Kangra and 1934 Bihar–Nepal ruptures) and the Assam Gap lie along an arc shared by three states; the 2015 Gorkha earthquake released only part of the stored strain [1].
- India's northern plains lie in the "quake-shadow" of Nepal's Himalaya — a great earthquake there is an Indian disaster too.
Why cooperation, not charity
- Detection and warning: the National Centre for Seismology (MoES) monitors the Himalaya 24x7, and India's zonation places the arc in the highest hazard zone (Zone V) [2]; dense cross-border station networks improve location accuracy and early-warning lead time, which a truncated national network cannot.
- Cascading hazards: landslides, river blockages and glacial lake outburst floods originate upstream and strike downstream, requiring shared hydrological and cryosphere data [3].
- Response capacity: NDMA/NDRF deployment after the 2015 Gorkha earthquake showed that neighbourly response works best when protocols are pre-agreed rather than improvised.
Existing platforms to build on
- ICIMOD's HKH Disaster Risk Reduction Hub, launched December 2024 with Bangladesh, Bhutan, China, India, Nepal and Pakistan participating, already offers a science–policy platform for multi-hazard cooperation [3].
- Domestic mitigation — network upgradation, regional hazard assessment, strong-motion instrumentation — can be harmonised across the arc [2].
The Himalaya's geology has already federated the risk; governance must catch up. A phased agenda — shared seismic and GLOF data, harmonised building codes, joint response drills through the HKH DRR Hub and SAARC/BIMSTEC — would convert episodic relief into standing preparedness, advancing the Sendai Framework and India's own Neighbourhood First commitment to a safer Himalayan community.
