India added a record 6.05 GW of wind capacity in FY2026, yet the 100 GW-by-2030 target needs roughly double that pace. Identify the constraints and suggest measures.

India added a record 6.05 GW of wind capacity in FY2025-26 [1], taking the total to 59.20 GW by September 2026 [2]. To reach 100 GW by 2030, India must add about 41 GW, or roughly 12 GW a year. That is twice the record pace. The main obstacles lie in contracts, payments and power lines, not in wind potential.

Constraints

  • Bids that never get built: auctions replaced feed-in tariffs in 2017 and pushed tariffs down to ₹2.5–3 per unit. Developers bid so low that many projects stopped making sense. Of 4,250 MW of hybrid projects awarded, only 201 MW was running by February 2022 [3].
  • Weak DISCOM finances: distribution companies owed wind developers ₹14,247 crore in overdue payments, and only four states met the 19% RPO [3]. Lenders see this as risk and charge more for capital.
  • Power lines vs. the Great Indian Bustard: the Supreme Court restricted overhead lines in the bird's habitat in Rajasthan and Gujarat (M.K. Ranjitsinh case) [4]. Rajasthan has the highest potential, 284.2 GW at 150 m [5], but only 5,516 MW installed [6].
  • Land, Right-of-Way and clearances: these delays arise at the state level. A Task Force was set up in January 2026 to tackle them [5].
  • Offshore wind is underfunded: the VGF of ₹6,853 crore covers only 1 GW [7]. The 4 GW Tamil Nadu tender offers no VGF at all [8].

Measures

  • Bid discipline: penalise and blacklist developers who walk away from awarded projects, as the Standing Committee on Energy recommended [3].
  • Assured buyers: enforce the wind-specific RPO with real penalties, and apply the Late Payment Surcharge Rules strictly [5].
  • Repowering: replace old turbines in Tamil Nadu and Gujarat under the 2023 Repowering Policy. These sites already have land and power lines [9].
  • Plan line routes early: clear routes with the Supreme Court's expert committee before auctions, and put lines underground only where needed [4].
  • Revenue certainty: scale up the 500 MW CfD pilot and extend it to offshore blocks [5].
  • Use the manufacturing base: 24 GW of factory capacity with 70–80% indigenisation [5] can supply new states such as Madhya Pradesh, Telangana and Odisha. Repeat the land and RoW support for which states were felicitated at Windergy 2026 [2].

The FY2026 record shows momentum, but doubling it depends on enforcing contracts, paying developers on time and building power lines early. Holding developers, DISCOMs and both Centre and states accountable, as the Standing Committee urged, can make 100 GW achievable. That would advance India's NDC and SDG 7 (clean energy) commitments.
