  2. Demographic pressure: coverage does not grow
  3. Inflationary pressure: the central amount does not move
  4. Reforms

India's main non-contributory social pension framework is the National Social Assistance Programme (NSAP). It gives effect to Article 41, which directs the State to provide public assistance in old age and disablement. In October 2026 the Cabinet renewed it as the Pradhan Mantri Samajik Sahayata Yojana, with ₹53,428 crore for 2026-27 to 2030-31 [1]. It gives a wide basic floor, but it copes poorly with an ageing, inflation-prone future.

Strengths

  • Covers those who cannot contribute: elderly, widowed and disabled people in BPL households, and families that lose their breadwinner. It reached about 2.83 crore beneficiaries a year in 2017-21 [2].
  • Centre and states share the cost: states add top-ups, so the average pension is about ₹1,000 a month in most states/UTs [3].
  • Predictable five-year funding, and disability pension eligibility and rates were revised in 2026 [1].

Demographic pressure: coverage does not grow

  • A fixed cap of 3.09 crore pensions is not linked to how many people are eligible. As a result, eligibility "does not translate into an entitlement in practice" (Azim Premji University handbook) [1].
  • Experts say the fixed outlay ignores India's growing elderly population [1].
  • Inaccurate beneficiary lists: the CAG found ineligible people drawing pensions because beneficiaries were not verified [2]. Under a cap, each wrong name may take the place of an eligible person.

Inflationary pressure: the central amount does not move

  • The central pension is still ₹200 a month for ages 60-79 and ₹500 for 80+, and in 2025 no revision was being considered [3]. ₹200 a month is less than ₹7 a day.
  • The Estimates Committee (2014) sought ₹300 and indexation to inflation [4]. The Standing Committee on Rural Development (2020-21) called ₹200-500 "inadequate" [5]. Yet old-age and widow pension rates stayed unchanged in 2026 [1].
  • Irregular delivery: pensions were often not paid monthly, some states still paid in cash, and some beneficiaries were short-paid [2].
  • Poorer states can afford smaller top-ups, so benefits vary widely between states.

Reforms

  • Raise the central amount and link it to the CPI [4].
  • Replace the fixed cap with coverage based on how many people are actually eligible, using updated data [1].
  • Give old-age and widow pensions the same review that disability pensions got in 2026 [1].
  • Pay every month through full DBT, and run annual verification surveys, as the CAG recommended [2].

Overall, NSAP is a useful but static safety net facing growing and changing needs. Its rates and coverage should be indexed to inflation and to the number of eligible people. Eventually it could become a statutory entitlement, like the NFSA. That would fulfil Article 41 and SDG target 1.3 (social protection for all), and give India's elderly security with dignity.
