Approved by the Cabinet in 2021 with an outlay of ₹4,077 crore for 2021–26, the Deep Ocean Mission (DOM) is the Ministry of Earth Sciences' flagship programme to build indigenous capability for exploring deep-sea living and non-living resources [1]. It has moved from design to demonstration, though timelines and ecological questions temper the assessment.

What the Mission comprises

  • Six components, anchored by deep-sea mining technology and a manned submersible carrying three persons to 6,000 m, plus an integrated system to mine polymetallic nodules from the Central Indian Ocean Basin [1].
  • Legal basis lies in MoES's exploration contracts with the International Seabed Authority for nodules in the CIOB and polymetallic sulphides on the Central and South-West Indian Ridges [2].

Progress achieved

  • Matsya-6000, the fourth-generation submersible under Samudrayaan, completed wet testing at Kattupalli in early 2025, clearing the way for shallow-water demonstration [3].
  • Fleet augmentation: ORV Sagar Manthan, launched by the Union Minister and built by GRSE, Kolkata, is the largest research vessel ever built in an Indian shipyard (89.5 m), equipped for multibeam bathymetry, seismic surveys and CTD profiling to 6,000 m [4].

Persisting challenges

  • Slippage against the mission window: deep-water integration tests are slated for mid-2027 and scientific exploration for 2027–28, beyond the original 2021–26 period [3].
  • Technology and industrial depth — critical subsystems and specialised shipbuilding expertise still require foreign collaboration, as the polar vessel tie-up shows [6].
  • Environmental caution: seabed mining's impact on fragile benthic ecosystems demands rigorous assessment, and the ISA's mining code remains unfinalised.
  • Thin pool of trained deep-ocean scientists and engineers.

DOM has convincingly crossed from blueprint to hardware, with the submersible and an indigenous research fleet now tangible assets. Sustaining budgetary continuity, phasing trials realistically and embedding ecological safeguards will let it deliver on SDG-14 while making the Blue Economy a genuine pillar of growth.
