India's demographic dividend is gradually giving way to a demographic transition towards ageing. Examine how far the Atal Vayo Abhyuday Yojana addresses the needs of an ageing society.

Take the decisions, see the consequences.Play →India had 10.38 crore people aged 60 or above in Census 2011, and this is projected to reach about 23 crore by 2036 [1]. At the same time, nuclear families and migration are weakening traditional family care. The Atal Vayo Abhyuday Yojana (AVYAY, 2021) meets this shift well in its design, but only partly in its scale.
How AVYAY meets elderly needs
- Shelter: IPSrC grants support 764 Senior Citizen Homes and 13 Continuous Care Homes. ₹77.98 crore went to 755 projects in the quarter ending September 2026 [1].
- Mobility: Rashtriya Vayoshri Yojana (2017, now part of AVYAY) gives free assistive devices to seniors with age-related disability [1].
- Protection: Elderline 14567 offers guidance, emotional support and field help in abuse cases [2].
- Decentralised delivery: States and UTs run their own action plans (SAPSrC). District Committees under the DM select beneficiaries and monitor homes [1].
Where it falls short
- Thin coverage: Only 482 of 700+ districts had care homes [4]. Section 19, MWPSC Act, 2007 envisages one home in every district [3].
- Depends on NGOs: Grants go only where NGOs apply. Poorer rural districts, where ageing is growing, stay under-served.
- Health gap: There are just 17 Mobile Medicare Units and 3 Physiotherapy Clinics in the whole country [1]. Yet LASI records widespread functional limitations among the elderly [3]. Geriatric care (NPHCE) sits separately with the Health Ministry [3].
- No income support: AVYAY provides care, not cash. Pensions (IGNOAPS) sit with another ministry, which hurts widowed women most.
- Inputs, not outcomes: Releases report funds and project counts, not how many elders were served or the quality of care.
Way forward
- One care home and one multi-service day care centre per district, and fixed Tribunal days for maintenance cases [4].
- A comprehensive social security law for senior citizens [5].
- Link AVYAY, NPHCE and pensions through one portal, and publish occupancy and inspection data.
AVYAY has built the right framework: shelter, assistive devices, a helpline and district-level monitoring. But its reach has not kept up with how fast India is ageing. It should move from NGO-led grants to planned, rights-based coverage that combines family, community ("Ageing in Place") and institutional care. That would fulfil Article 41's promise of public assistance in old age and the scheme's own aim of "Ageing with Dignity".
