  1. Institutional care: necessary but stretched
  2. How intergenerational bonding complements it
  3. Limits to address

India's 60+ population is projected to grow from about 10 crore (8.4%) in 2011 to 23 crore (14.9%) by 2036 [1]. Urbanisation, migration and smaller families are weakening support at home. Institutional care therefore needs a community partner, and the new Vayo Samman Rashtriya Abhiyan offers one through intergenerational bonding [1].

Institutional care: necessary but stretched

  • AVYAY funds senior citizen homes under IPSrC and free assistive devices under Rashtriya Vayoshri Yojana [2].
  • Coverage is still limited. Homes are being extended to 435 districts by adding 30 gap districts, and Rs 24.06 crore went to 202 projects in one quarter [3].
  • Care homes provide shelter, food and medical care. They do not address loneliness, ageism or digital exclusion.

How intergenerational bonding complements it

  • Emotional support at home: The 5C model (Connect, Converse, Co-create, Contribute, Continue) and themes such as '30 Minutes Together' reach seniors who never enter an institution [1].
  • Low-cost volunteer workforce: Vayo SAATHI volunteers aged 18+ sign up through the SCW SAMAVESH Portal or the JEEVAN App. This adds helpers at the local level [1].
  • Digital and financial safety: Under 'Digital Dada-Dadi', young volunteers teach seniors to use digital services and spot cyber fraud [1].
  • Early warning: Volunteers can report abuse or neglect to Elderline 14567, which carries out field interventions [4].
  • Dignity and less ageism: Seniors take on the role of mentors. WHO names intergenerational contact as one of three proven strategies against ageism [5].

Limits to address

  • Poverty, not only isolation: More than 40% of the elderly are in the poorest wealth quintile and about 18.7% have no income [6]. Volunteers cannot replace pensions or nursing care.
  • Spatial mismatch: Digitally connected volunteers live mostly in cities, while many isolated elderly have been left behind in villages.
  • Narrow outreach: Both MoU partners are spiritual organisations [1]. Panchayats, self-help groups and elderly widows need dedicated channels.

Intergenerational bonding fills the emotional and social gaps that buildings cannot, while institutions provide what volunteers cannot. The way forward is to send volunteers to gap districts first, track visits on the existing portals, and run contact alongside education and legal reform, which WHO recommends doing together [5]. A model of shared state and community care would give practical effect to Article 41's promise of public assistance in old age.
