1. At a Glance

  • Vayo Samman Rashtriya Abhiyan is a National Intergenerational Bonding Campaign run by the Ministry of Social Justice and Empowerment (MoSJE). It sits under the Ministry's flagship senior-citizen scheme, AVYAY [1].
  • It treats older persons as active contributors, mentors and repositories of knowledge rather than passive beneficiaries. The Ministry calls it a social movement, "not merely a welfare campaign" [1].
  • It has four parts: the 5C model, a volunteer scheme (Vayo SAATHI), a Handbook for States, Districts and community institutions, and two MoUs with civil-society organisations [1].
  • Why it matters for UPSC: India's 60+ population is projected to grow from about 10 crore (2011) to 23 crore (2036). That puts population ageing, social isolation and changing family structures at the centre of GS-I (Society), GS-II (Welfare schemes) and GS-IV (Ethics) [1].

2. Why in the News

  • PIB published the announcement on 03 Nov 2026. Union Minister Dr Virendra Kumar (MoSJE) launches the Abhiyan in New Delhi the next day [1].
  • The launch also covers the Vayo SAATHI volunteer initiative, the Handbook, and two MoUs with Shri Ram Chandra Mission and Adhyatma Vigyan Satsang Kendra, Jodhpur [1].

3. Background & Evolution

  • Why the campaign exists: The elderly population is growing while urbanisation, migration and changing family structures reduce contact between generations. The Ministry says this calls for a structured, sustained response to isolation [1].
  • Milestones:
  • Dec 2007: The Maintenance and Welfare of Parents and Senior Citizens (MWPSC) Act, 2007 comes into force [5].
  • Dec 2019: The MWPSC (Amendment) Bill, 2019 is introduced in the Lok Sabha [7].
  • Dec 2020: UNGA Resolution 75/131 declares 2021–2030 the UN Decade of Healthy Ageing and names WHO as the lead agency [8][9].
  • 1 Apr 2021: AVYAY takes effect as an umbrella scheme, replacing the National Action Plan for Senior Citizens (NAPSrC) [2].
  • 2021: The Elderline (14567) national helpline starts. PIB releases give its start date as both 01.10.2020 and 01.10.2021 [6].
  • 2026: Rs 24.06 crore is released to 202 projects under AVYAY (quarter ending 30 June 2026) [3].
  • Nov 2026: Vayo Samman Rashtriya Abhiyan is launched [1].

  • Earlier initiatives: NAPSrC was the predecessor; AVYAY replaced it [2].

5. Multi-Dimensional Analysis

Social

  • It moves senior welfare from a care-recipient model to a participation model: seniors are treated as mentors who hold culture and experience [1].
  • It responds to social isolation caused by urbanisation, migration and the shift towards nuclear families [1].
  • The exchange runs both ways: youth gain heritage and skills, and seniors gain energy, technological awareness and contemporary perspectives [1].

Demographic / Economic

  • The 60+ share rises from 8.4% to 14.9% (2011–2036), so the need for care systems grows [1].
  • Volunteer-based support adds to state-funded institutional care under AVYAY, such as the Rs 24.06 crore released to 202 projects [1][3].

Technological

  • 'Digital Dada-Dadi / Digital Saathi': young volunteers help seniors use digital services and spot cyber fraud [1].
  • Volunteers register through the SCW SAMAVESH Portal or the JEEVAN App, which makes volunteering scalable [1].

Governance / Administrative

  • The Handbook sets out the roles of States, Districts and community institutions, which requires cooperation across levels of government [1].
  • Partnerships with civil society (the MoUs) bring non-state actors into service delivery [1].
  • The final C, "Continue", is meant to keep this from being a one-time event. Whether that works depends on community ownership after launch [1].

Ethical (GS-IV)

  • Senior welfare is presented as the shared responsibility of every generation, not only the state's [1].
  • This matches the UN Decade of Healthy Ageing, which treats intergenerational solidarity as essential to social development [8].

Global / Comparative

  • WHO's Global Report on Ageism recommends intergenerational contact interventions as a strategy against ageism [10].
  • The Decade's four action areas are: changing how people think about ageing, age-friendly communities, integrated care, and long-term care [9].

6. Recent Developments (last 12–18 months)

  • Quarter ending 30 June 2026: Rs 24.06 crore released as grant-in-aid to 202 AVYAY projects; senior citizen homes now in 435 districts, with 30 more gap districts being added [3].
  • 03–04 Nov 2026: Vayo Samman Rashtriya Abhiyan, Vayo SAATHI, the Handbook and the two MoUs are launched [1].

7. Prelims Hooks

  • The Abhiyan is implemented by the Ministry of Social Justice and Empowerment, not the Ministry of Health and Family Welfare [1].
  • It is a campaign under AVYAY (Atal Vayo Abhyuday Yojana) [1].
  • AVYAY took effect on 1 April 2021, replacing NAPSrC [2].
  • The 5C model is Connect, Converse, Co-create, Contribute, Continue [1].
  • Vayo SAATHI stands for Support, Awareness, Assistance, Training, Health and Inclusion [1].
  • Vayo SAATHI volunteers must be 18 years or older [1].
  • Registration is via the SCW SAMAVESH Portal / JEEVAN App [1].
  • The campaign has 12 thematic areas, including '30 Minutes Together' [1].
  • The 60+ population is projected at 23 crore (14.9%) by 2036, up from 10 crore (8.4%) in 2011 [1].
  • The MoU partners are Shri Ram Chandra Mission and Adhyatma Vigyan Satsang Kendra, Jodhpur [1].
  • Elderline is helpline 14567, operating 8 am–8 pm, 7 days a week [6].
  • Rashtriya Vayoshri Yojana provides free assistive devices to BPL seniors and is part of AVYAY [2].
  • Under the MWPSC Act, 2007, Maintenance Tribunals must dispose of applications within 90 days [5].
  • The UN Decade of Healthy Ageing (2021–2030) was declared by UNGA Res. 75/131 and is led by WHO [8][9].

8. What a Volunteer Cannot Give: Income and Daily Care

  • The most common problem for old people in India is poverty, not loneliness
  • More than 40% of India's elderly are in the poorest wealth quintile, meaning the poorest one-fifth of households ranked by wealth [12].
  • About 18.7% of the elderly have no income at all [12].
  • A '30 Minutes Together' visit or a digital-literacy class does not pay for food, medicine or rent [1].

  • The money for real care is small next to the need

  • In the quarter ending June 2026, Rs 24.06 crore went to 202 AVYAY projects [3]. That is roughly Rs 12 lakh per project for that quarter.
  • Senior citizen homes reach 435 districts, and 30 'gap districts' still have none [3].
  • The 60+ population is heading towards 23 crore by 2036 [1]. Volunteer time is free, but it cannot replace paid nurses, care homes or pensions.

  • Why this matters in an answer

  • The campaign targets social isolation, which is real. But it should be presented as an addition to income and health support, not a replacement for them.

9. Who the Campaign May Not Reach

  • The volunteers and the lonely elderly often live in different places
  • The Ministry itself says migration is a main cause of isolation [1]. Young people move to cities and old parents stay behind in villages and small towns.
  • Volunteers must be 18+, 'digitally enabled', and register on the SCW SAMAVESH Portal or the JEEVAN App [1]. That pool is mostly urban, connected young people.
  • The result is that volunteers are plentiful where young people are, and scarce where the elderly have been left alone.

  • Older women carry the heaviest risk, but the campaign has no special track for them

  • The UNFPA India Ageing Report 2023 links poverty and dependence among elderly women to widowhood, living alone and owning fewer assets [12].
  • None of the 12 thematic areas named in the launch release is aimed at widows or women living alone [1].

  • The two MoU partners are both spiritual organisations

  • Shri Ram Chandra Mission and Adhyatma Vigyan Satsang Kendra mainly offer meditation, yoga and wellness [1].
  • These are useful, but they reach mainly their own followers. Partners such as panchayats, self-help groups or senior citizens' associations would reach a wider and poorer population.

10. Is the State Handing Elder Care Back to Families?

  • The strongest objection
  • The campaign calls senior welfare the 'shared responsibility of every generation' and 'not merely a welfare campaign' [1].
  • Critics can argue that this language moves the duty from the state back to families and volunteers, at the very moment when families are getting smaller.
  • The legal side has also stalled. The MWPSC (Amendment) Bill, 2019 was sent to the Parliamentary Standing Committee on Social Justice and Empowerment (a group of MPs that studies a Bill in detail) on 23 December 2019. The Committee reported on 29 January 2021 [11]. None of the sources here shows the Bill being passed [7].

  • What the objection gets right

  • A cheap campaign launched while the law has not been updated looks like soft action standing in for hard action.
  • Under the 2007 Act, the punishment for abandoning a parent is still up to 3 months' jail and/or a Rs 5,000 fine [5]. That amount was fixed almost two decades ago.

  • Where the objection goes too far

  • The campaign runs under AVYAY. It does not replace AVYAY's care homes, Rashtriya Vayoshri Yojana or the Elderline helpline, which keep running [2][6].
  • WHO's Global Report on Ageism names intergenerational contact as one of three proven strategies against ageism, alongside policy and law, and education [10]. So the idea is sound in itself.

  • A fair conclusion

  • The campaign is a good addition, but only if the state's own duties (pensions, care homes, legal protection) grow at the same time.

11. How to Tell Whether 'Continue' Actually Happens

  • The launch announced no numbers to measure success
  • The release describes the 5C model, the 12 themes and the volunteer roles, but gives no targets: how many volunteers, how many seniors reached, or in which districts [1].
  • Without targets, the last C, 'Continue', cannot be checked. A campaign can look busy at launch and then fade.

  • MoSJE should track who is reached, not just who signs up

  • Registration already happens on the SCW SAMAVESH Portal and the JEEVAN App [1]. The same systems could record visits by district, and by the gender and age of the senior.
  • Elderline 14567 already makes field visits in abuse cases [6]. Volunteers who notice abuse or neglect could pass cases to Elderline, so friendly visits also become an early-warning system.

  • Follow WHO's three-part design, not just one part

  • WHO's report says intergenerational contact works best when combined with education and with law and policy [10].
  • In India that means pairing this campaign (contact) with school and college modules on ageing (education) and taking up the Standing Committee's report on the 2019 Amendment Bill (law) [11].

  • Send volunteers to the 'gap districts' first

  • AVYAY has already listed 30 districts with no senior citizen home [3]. Those districts have the least institutional care, so volunteer effort is worth most there.

12. Anchors for Answers

  • Data: 60+ population is projected to rise from 10 crore (8.4%, 2011) to 23 crore (14.9%) by 2036 [1]. The elderly share is projected to cross 20% by 2050 [12].
  • Data: More than 40% of the elderly are in the poorest wealth quintile, and about 18.7% have no income [12].
  • Data: Rs 24.06 crore was released to 202 AVYAY projects; care homes reach 435 districts, with 30 gap districts still to be covered [3].
  • Report/Committee: Standing Committee on Social Justice and Empowerment, report on the MWPSC (Amendment) Bill, 2019, submitted 29 January 2021 [11]. UNFPA India Ageing Report 2023 [12]. WHO Global Report on Ageism, 2021 [10].
  • Law/Case: Maintenance and Welfare of Parents and Senior Citizens Act, 2007: tribunals must decide within 90 days, and abandonment carries up to 3 months' jail and/or a Rs 5,000 fine [5].
  • Comparison: WHO recommends three combined strategies against ageism: policy and law, education, and intergenerational contact [10]. UN Decade of Healthy Ageing 2021–2030 [8][9].
  • Scheme: AVYAY (care homes through IPSrC, assistive devices through Rashtriya Vayoshri Yojana) is the institutional care that this campaign adds to, not replaces [2]. Elderline 14567 handles abuse response [6].

14. Related Topics to Study Next

  • AVYAY components (IPSrC, RVY, SAGE, SCOPE): these make up the parent scheme [2].

  • Demographic transition and the end of the demographic dividend: the population context for GS-I [1].
  • Digital literacy and cyber-fraud awareness for vulnerable groups: linked to the 'Digital Saathi' theme [1].

15. NCERT Concepts to Revise

  • Population ageing (Geography): The campaign responds to India's rising 60+ share, projected at 23 crore by 2036.
  • Migration (Geography): Young people moving away from villages leaves parents alone, which the note names as a main cause of isolation.
  • Urbanisation (Geography): Urbanisation, with migration, weakens contact between generations and drives the isolation the campaign targets.
  • Demographic transition (Economy): Falling birth and death rates explain why India's older population is growing, setting the context for GS-I questions.
  • Civil society (Polity): The two MoUs bring civil-society organisations into delivering the campaign, a recurring GS-II theme.
  • Standing committee (Polity): The 2019 senior-citizens Amendment Bill went to a parliamentary Standing Committee and has not been passed.

16. Common Errors / Trap Areas

  • Wrong ministry: the campaign belongs to MoSJE, not the Ministry of Health and Family Welfare or the Ministry of Rural Development [1].
  • Campaign vs scheme: the Abhiyan is the campaign; AVYAY is the parent scheme. Vayo SAATHI is the volunteer arm under the Abhiyan, not a separate scheme [1].
  • Acronym spelling: SAATHI ends in Inclusion, not "Integration", and H = Health [1].
  • Volunteer age: volunteers must be 18+. Do not confuse this with the 60+ definition of a senior citizen used for the demographic figures [1].
  • Elderline start date: PIB releases give both 2020 and 2021, so learn the number 14567 rather than the date [6]. The MWPSC Amendment of 2019 was introduced as a Bill, so do not assume it became law [7].
