On 05 Nov 2026, GRSE Kolkata delivered 'Amini', an Anti-Submarine Warfare Shallow Water Craft (ASW SWC) with over 80% indigenous content [1]. Platforms like this show that India can design and build warships. Their timelines, however, keep slipping, so the gap now lies in delivering on schedule rather than in capability.

Reflection of Aatmanirbhar Bharat

  • High indigenous content: Amini has Indian-made rocket launchers and sonar, and it was built to Indian Register of Shipping rules [1].
  • Domestic supply chain: SAIL supplied about 3,500 t of special-grade steel for the eight GRSE ships [2]. Imported steel was once a known cause of delays.
  • Industrial base: GRSE, a Defence PSU, holds a ₹6,311.32 crore contract for eight ships [4]. INS Arnala was built with L&T Kattupalli, a PSU–private shipyard partnership [3].
  • Policy push: the DAP was amended in Nov 2023. At least 50% indigenous content must now be Indian-made material, components and software [8].

Chronic delays

  • ASW SWC project: the first ship was due within 42 months of the April 2019 contract [4]. Arnala was delivered only in May 2025, about 30 months late [5]. Cochin Shipyard's eight ships will keep arriving until Jun 2028 [6].
  • Long-term pattern: a CAG audit found lead warships 4–5 years late. Approved costs rose 260% for Project 17 and 226% for Project 15A [7].
  • INS Vikrant (IAC): CAG counted over 4,270 changes to the general-arrangement drawing, causing about two years of hull delay [9].

Underlying causes

  • Designs are not frozen before construction starts, and drawings arrive late [7][9].
  • Materials are supplied late and shipyard infrastructure is inadequate [7].
  • Contracting is delayed, which leaves construction without effective control [7].

Signs of course-correction

  • Series production: GRSE delivered five ASW SWCs in about 18 months after Arnala [5][1].
  • Learning curve: the frigate 'Dunagiri' took 80 months to build, against 93 months for the lead ship of its class [10].

Indigenous warship building has moved from assembly to owning the design, but slow execution keeps it from being real self-reliance. Four steps would help: freezing designs before steel is cut, linking payments to milestones, reporting which major systems are imported, and sourcing long-lead items at home early. Together they can make Aatmanirbhar Bharat a dependable 'builder's navy' that underpins India's SAGAR vision.
