Nuclear energy is often projected as a low-fatality energy source compared to fossil fuels, yet public perception remains fear-driven. Analyse the ethical and governance dimensions of this gap.
The gap between nuclear energy's statistical safety record and its public dread is less a problem of physics than of ethics and institutional trust. As early as 1976, BARC Director Dr. Raja Ramanna argued at Manila that a reactor "cannot explode like a bomb" [1]; five decades on, persuasion by experts alone has not closed the credibility deficit.
Roots of the perception gap
- Technical conflation: public fear equates core melt with weapon-grade explosion, though reactors use low-enriched fuel and multi-layered containment — fuel pellets, zircaloy cladding, pressure vessel and 1-metre concrete containment under a "defence-in-depth" design [2].
- Historical shocks: Three Mile Island, Chernobyl and Fukushima made low-probability, high-consequence risk psychologically dominant over routine fossil-fuel mortality from air pollution.
Ethical dimensions
- Intergenerational justice: Ramanna himself conceded radioactive wastes remain hazardous "for tens of thousands of years" [1] — today's electricity, tomorrow's custodial burden.
- Distributive justice: siting risks fall on host and displaced communities, while benefits accrue to distant urban grids.
- Informed consent and transparency: reassurance from the promoter of the technology is not a substitute for disclosure; secrecy converts uncertainty into suspicion.
Governance dimensions
- Promoter–regulator tension: DAE both promotes nuclear power and houses the ecosystem it regulates; AERB, constituted on 15 November 1983 under the Atomic Energy Act, 1962, derives authority also from the Environment (Protection) Act, 1986, but remains an executive-order body rather than a statutory-independent one [3].
- Institutional maturity: AERB's mission — no undue risk to health and environment — is enforced via staged licensing, inspections and industrial-safety oversight under the Factories Act, 1948 [3].
- Accountability gap: liability and compensation frameworks, and public participation in siting, shape trust more than safety statistics do.
Trust, not technology, is the binding constraint on India's low-carbon nuclear expansion. Granting the regulator full statutory independence, publishing safety-audit and radiation-monitoring data proactively, and embedding community consultation in siting would align nuclear governance with Article 21's right to a safe environment and SDG-7. Safety demonstrated is credible only when it is also verifiable.
