Traditional administration judged success by outlays, meaning the money sanctioned and spent. An outcome approach judges it by results delivered to citizens. At the 54th PRAGATI meeting (October 2026), the Prime Minister called for "outcomes over outlays" [1]. Technology-enabled monitoring is turning this idea into practice, though the shift is still incomplete.

Nature of the paradigm shift

  • Inputs to results: success means timely benefits to eligible beneficiaries, not money spent. The PM linked this to nearly 25 crore people leaving multidimensional poverty [1].
  • Fixed accountability: work in mission mode, with Chief Secretaries reviewing schemes every month with District Magistrates [1].
  • Convergence: the Aspirational Districts model of convergence, regular monitoring and local accountability is cited as the template [1].

Technology-enabled monitoring mechanisms

  • PRAGATI (2015): a PMO platform that combines digital data management, video-conferencing and geo-spatial technology. It is a three-tier system linking the PMO, Union Secretaries and State Chief Secretaries, an example of cooperative federalism [2]. By January 2026 it had reviewed 382 projects and resolved 2,958 of 3,187 issues [3].
  • PAIMANA (MoSPI): an online portal that tracks the cost and time of Central projects worth ₹150 crore and above [5].
  • Scheme-level review: PM Ekta Malls (₹5,000 crore in interest-free SASCI loans for ODOP/GI products) [6] were reviewed on PRAGATI alongside Railways and Bulk Drug Parks [1].

Limitations

  • Issues resolved is not projects delivered: in December 2023, MoSPI reported 848 delayed projects with an average delay of about 36.6 months, and an 18.65% cost overrun across the projects it tracked [4].
  • Narrow coverage: PRAGATI reviewed 382 projects in a decade [3]. PAIMANA tracks well over a thousand ongoing projects at any one time [5].
  • Personality-dependent: PRAGATI is an executive platform with no statutory backing [2].
  • Missing outcome metrics: Ekta Mall updates report approvals and sanctions, not artisan incomes [6].

Way forward

  • Publish PRAGATI's recurring issue types (land, forest clearance) so the underlying rules get fixed, not just individual files.
  • Integrate PRAGATI's issue log with PAIMANA so monitoring continues regardless of who chairs it.
  • Track true outcome indicators, such as API import share and artisan sales.
  • Give States a formal voice through the Inter-State Council (Article 263).

In short, technology has made real-time, multi-tier accountability possible, and "outcomes over outlays" now has working tools behind it. To make the shift permanent, monitoring should be institutionalised, outcome data published and States made equal partners. That would deliver the effective, accountable institutions envisaged under SDG 16.
