Launched in October 2021, PM GatiShakti National Master Plan (PMGS-NMP) is a "whole of government" geospatial platform hosting 57 Ministries and 36 States/UTs on over 1,700 data layers [2]. It replaces siloed, departmental project sanctioning with integrated, evidence-based corridor planning.

Identification: from departmental wish-lists to data-mapped demand

  • Projects are located against layered data on existing assets, land, and economic activity, so alignments are chosen where demand exists — not where a single ministry proposes.
  • Example: the CCEA-approved Kanpur–Kabrai greenfield highway (NH-34, 117.7 km) was identified to serve 16 economic, 9 social and 10 logistics nodes, linking Uttar Pradesh's industrial centres to Madhya Pradesh's mineral and agricultural regions [1].

Planning: multimodality appraised before sanction

  • The Network Planning Group (NPG) vets every major project for multimodality, inter-modality, last-mile connectivity and area-wide development at the planning stage, pre-empting the classic port-without-rail-siding failure.
  • Example: NPG has appraised 352 projects worth about ₹16.10 lakh crore [3]; the Kanpur–Kabrai alignment was fixed on the PMGS-NMP and knitted into NH-34, NH-35 and the Bundelkhand Expressway [1].

Implementation: synchronised, outcome-measured execution

  • Complementary works on one corridor are sequenced and mode-matched rather than executed in isolation — the Kanpur Ring Road was cleared on EPC mode within the eight high-speed corridor package [4], while the adjoining greenfield stretch went to BOT (Toll) [1].
  • Approvals now carry quantified outcome targets: travel time cut from 3.5 to 1.5 hours, projected traffic of 18,069 PCUs by FY 2028, and about 1.2 crore person-days of employment [1].

PM GatiShakti thus converts infrastructure from a set of disconnected assets into a planned network, with geospatial evidence replacing departmental discretion. Deepening State-level adoption and post-completion outcome audits would strengthen it further, advancing the logistics-cost reduction central to the Viksit Bharat 2047 goal [2].
