The shift from NHDP to Bharatmala and the National Highways (O) Programme reflects a fundamental change in India's highway development philosophy. Critically analyse.

India's national highway network has grown from 0.91 lakh km in 2013-14 to about 1.46 lakh km today [2]. This expansion is not merely quantitative: NHDP's project-by-project widening of existing roads has given way to a corridor-based, access-controlled, freight-first philosophy under Bharatmala and the National Highways (O) Programme.

Nature of the philosophical shift

  • From link to corridor: Bharatmala (2017) replaced NHDP's road-length targets with identified economic corridors, inter-corridors, ring roads and port connectivity roads, planned around production–consumption centres [3].
  • From brownfield widening to greenfield access-control: the CCEA-approved 117.7 km Kanpur–Kabrai section of NH-34 (Rs. 7,145.14 crore) is an entirely new alignment, 4-lane with structures provisioned for future 6-laning [1].
  • From road-only to multi-modal: alignments are now cleared on the PM GatiShakti National Master Plan, integrating road, rail and logistics nodes — Kanpur–Kabrai links 16 economic, 10 logistics and 9 social nodes [1].
  • From outcome-agnostic to logistics-outcome driven: success is measured in travel time and freight cost — Kanpur–Kabrai cuts travel from 3.5 hours to 1.5 hours [1].
  • From public funding to risk-sharing: revival of BOT (Toll), alongside HAM and EPC, transfers construction and O&M risk to private concessionaires [1][2].

Limits of the shift

  • Continuity persists: many projects remain EPC-funded widening — the Kanpur Ring Road under the same 8-corridor batch is EPC, not BOT [2].
  • Land acquisition burden: greenfield alignments in agrarian belts like Bundelkhand raise displacement and farmland-loss concerns absent in NHDP-era widening.
  • Traffic-risk exposure: BOT viability rests on forecasts — Kanpur–Kabrai assumes 18,069 PCUs daily by FY2028; shortfalls revive the stalled-project problem that killed BOT after 2012 [1].
  • Last-mile gap: corridors deliver little unless feeder state highways and rural roads keep pace.

The transition is therefore real but incomplete — a change in planning philosophy that must now be matched by execution capacity. Anchoring corridors to GatiShakti-based multi-modal planning, transparent traffic forecasting and time-bound rehabilitation of displaced families would let projects like Kanpur–Kabrai carry backward regions such as Bundelkhand into the mainstream, advancing SDG-9 and the Viksit Bharat 2047 goal of halving logistics costs.
